About Dr Justin Davis Smith Cbe

An internationally renowned expert on volunteering, I have worked for over 20 years in the charity sector at the interface between academic research, policy and practice. In my early career I established and directed the Institute for Volunteering Research, before taking over as chief executive of Volunteering England, a post I held for six years. In 2013 I successfully negotiated a merger between Volunteering England and NCVO and joined NCVO as an Executive Director to help embed the work on volunteering within the new organisation.In March 2016 I joined the Centre for Charity Effectiveness at Bayes Business School (formerly Cass) to focus on research and teaching on volunteering. I am currently course director of the charity masters' programme and lead an under-graduate degree on business management for social purpose. I have written widely on volunteering and have lectured at conferences throughout the world. I have acted as an advisor on volunteering policy to the UK and overseas governments and was chief consultant to the United Nations for the International Year of Volunteering in 2001 and advisor to the organisers of the London 2012 Olympic and Paralympic Games on the development of its volunteering strategy. I am a trustee of several volunteering charities and outside of work my passions include Cornwall, cricket and football, and in particular Watford Football Club, where I am a trustee on their highly regarded Community Trust.In 2012 I was awarded a CBE for services to volunteering.

    Having led the successful merger of Volunteering England and NCVO in 2013 I joined NCVO as an Executive Director with the overarching responsibility of embedding volunteering within the new organisation and securing the legacy for Volunteering England's outstanding work. The merger has been a great success and volunteering is now a central and integrated part of NCVO. Over the past three years, in addition to leading on volunteering, I have overseen the digital communications activity of NCVO, its quality standards work, and various large scale externally funded projects such as Big Assist and Funding Central.

    At Volunteering England I was responsible for a staff team of 100 and a budget of £6m. The mission of Volunteering England was to promote and strengthen volunteering wherever it takes place, and to this end our hugely talented team worked across the private, public and voluntary sectors to raise awareness of the value of volunteering and to develop the policies and strategies which would enable it to flourish. In 2013, given the increasingly challenging environment for infrastructure organisations, I negotiated a merger with NCVO to secure the legacy of Volunteering England's much prized work.One of the highlights of my time at Volunteering England was to advise the organisers of the London 2012 Olympic and Paralympic Games on the development of their volunteering programme - the much celebrated Games Makers programme which did so much to raise the status of volunteering in the UK.

    In 1997 I secured funding from the Lloyds TSB Foundation to set up the Institute for Volunteering Research, the first such dedicated research centre in the UK. Over the next 10 years as director I developed the Institute into one of the leading social research institutes in the world attracting major commissions from governments worldwide, the United Nations and the World Bank. Much of what we know about the size, shape and impact of volunteering in the UK comes from the work of the Institute.Whilst at the Institute I founded the Journal, Voluntary Action, which was dedicated to making excellent research available and intelligible to policy makers and practitioners.

It was an exciting time to be involved in volunteering research, which was only beginning to emerge as a respected discipline, and I played a leading role in the development of the fledgling field of volunteering studies and the development of a growing network of researchers and academics in the UK and internationally.
