BUF holds a legacy of equipping, empowering, encouraging, and engaging our community. Dr. LM Alaiyo "Dr. A" Foster joined the Black United Fund of Oregon (BUF) as CEO in late 2018. Dr. Foster has set her sights on continuing to drive the organization’s mission to further assist in underserved communities' educational, social, and economic development and ​contribute to a broader understanding of ethnic and culturally diverse groups in the greater Portland area. This work will occur in conjunction with BUF’s 10-member Board of Directors, growing staff, and consultants.

The Portland African American Leadership Forum (PAALF) is one of the national African American Leadership Forums created out of Minnesota’s African American Leadership Forum established in 2007. PAALF was established in 2009 by a Steering Committee of 20 local African American leaders with significant professional experience in advocacy, social services, government affairs, fundraising, economic development, public education and health care. PAALF’s mission is to solve issues that challenge the Portland African American community in a unified and collaborative way. PAALF’s primary goal is to enforce an action agenda that improves the health and wellbeing of local African Americans. Its’ work addresses the unique and interrelated issues of poverty and disparities that challenge us as a community.In short: PAALF is a convener of African American leaders around a public policy agenda that impacts the community in the areas of housing & economic development, education, health, and civic engagement/leadership.

As part of the Human Resources Workforce Development Group, I support the Culture Competence and Diversity Governing Board (CCDGB) through evaluating department-wide equity, cultural competence and diversity committee/work group plans and activities; Partner/collaborate with Health Equity Initiative department to monitor progress of CCDGB work groups activities and evaluate outcomes; Convene and/or provide facilitation for related committee and work groups focusing on equity, cultural competence and diversity deliverables; Assist with the recruitment and selection of CCDGB members and committee/ work group members; Build and establish strategic relationships with both internal (such as the Multnomah County Office of Diversity and Equity, Employee Resource Groups,) and external stakeholders (such as community partners and cultural competence and diversity advocacy programs) and Seek grant funding opportunities to continue and support staff development and training effortsFurther, I provide support in the areas of Consulting, Coaching & Technical Support; Training Delivery & Facilitation; Curriculum Design & Development; Logistical & Operational Support; and work on Special Projects and with cross-functional work groups.

The Oregon Health Authority’s Traditional Health Worker (THW) Commission will promote the role, engagement and utilization of the traditional health workforce, which includes Community Health Workers, Peer Support and Peer Wellness Specialists, Personal Health Navigators, and Doulas, in Oregon's Integrated and Coordinated Health Care Delivery System. The Commission will advise and make recommendations to the Oregon Health Authority on the development, implementation, and sustainability of this program and ensure the program remains responsive to consumer and community health needs. The Commission will support and foster the utilization of the traditional health workforce as a strategy to assure the delivery of high-quality, culturally competent care and to achieve Oregon’s Triple Aim of better health, better care and lower costs.
