• Management of an open-source data collection program for the state of Washington. As a private-public partnership (PPP), this initiative was the culmination of three years of design, contract negotiations, stakeholder mapping, and alignment of the project with strategic priorities within Washington State University, the Graduate School at WSU, the College of Arts and Sciences, and the Department of Criminal Justice and Criminology. • Responsibilities • Oversaw designing and implementing a multimillion-dollar data program involving a team of interdisciplinary experts and coordination with agencies across Washington state.• Collaborated with stakeholders to refine data collection policy and processes to improve the data collection system. • Actively engaged with teams at technology partners to develop and implement a data collection platform framework and roadmap for transitioning from manual data processing to semiautomated and automated collection, aggregation, analytics, visualization, and data storytelling. • Led a staff of more than thirty in managing the program's day-to-day operations.• Acted as the primary liaison between the AGO, Advisory Board, Legislature, Police Departments, Community Groups, technology partners, and WSU.• Engaged as an effective spokesperson for the project.• Developed and implemented strategic plans to achieve the program's goals.• Fostered collaboration between local, county, and tribal police departments, community allies, and other stakeholders.• Monitored and evaluated the program's performance and made necessary adjustments.

Projects• Analysis of recorded interactions within the public safety and security community. Description – Development of instruments assisting police departments in objectively coding police-citizen interactions. Emphasis is placed on Key Performance Indicators (KPI). Development and use of analytics (audio, video, and biometrics) and machine learning providing early warning systems, post-event analysis, and incident flagging. Responsibilities – As Principal Investigator responsible for the overall development of projects, creation of project deliverables, developing and maintaining client relationships, technology partnerships, and instrument development and validation for research project. • Milestones: 15,000 Hours of footage analyzed for police departments, involved over 130 undergraduate and graduate research assistants, increased agency participation to 6 police departments (two large urban, two medium, and two rural agencies), created a custom coding software solution for police-interactions. • Current projects include Post-Event Analysis of Use of Force, Baselining incivility, Adherence to COVID-19 Protocols, Presence of Procedural Justice in Police Encounters, Emotion and Decision Making, Contextualizing When Verbal De-escalation Fails, and Evaluating Training Efficacy.

• Chief advocate in the department for the educational needs of undergraduate students. Responsibilities – Chair of the undergraduate program committee, liaison to the Office of Undergraduate Education, program assessment coordinator, provides guidance and materials to faculty and graduate student instructors for teaching large online courses, mentor new faculty members• Milestones: Implemented a data driven revision to the undergraduate major and minor, overhaul of the undergraduate curriculum, facilitated redesign of program learning outcomes and course learning objectives mapping those to individual courses, mapping of departmental learning outcomes to institutional outcomes, designed and implemented program assessment within the department, improved student engagement in research, added additional internship sites, instituted a standardized collection of course syllabi, coordinated the creation of new protocol for graduating seniors, including an exit survey and focus group for resident and global student.

The Effects of Marijuana Legalization on Law Enforcement and CrimeDescription – $995,831 grant analyzing the impact of the passage of I-502 on crime, police practice, and impaired driving. Responsibilities – Development of focus group and interview protocols, assisted in qualitative data collection, data management, data cleaning, and analysis. Analysis conducted includes time series analysis, multi-level modeling, spatial analysis, and application of SSO and SSEM documenting police interactions associated with impaired driving, and field sobriety tests, manuscript preparation. Efficacy Evaluation of Crisis Recovery Centers and Rural Crisis Networks on Public SafetyDescription – Statewide Analysis of the Crisis Recovery Centers. Responsibilities – Using time series and multi-level modeling, analyzed the impact of crisis recovery centers on emergency hold requests, rates of congruence, and behavioral health outcomes. Longitudinal Analysis of the Designated Examiner ProcessDescription – Statewide Analysis of the Designated Examiner Process. Responsibilities – Using time series and multi-level modeling, analyzed civil commitment requests as made by police officers throughout the state of Idaho. Idaho Region II Mental Health Needs AssessmentDescription – Service provider and client needs assessment focusing on mental health including a Stress and Burnout assessment of clinicians. Responsibilities – Developed, coordinated, and managed the distribution of a needs assessment within Region 2 of Idaho. Stakeholders include the Region II Behavioral Health Board, Region II - Adult Mental Health Department, Lewis-Clark State College, and the Latah Mental Health Alliance.

Project• Washington State Patrol Study Examining Racial Bias in Traffic Stops (Co-Investigator) Description – Evaluation of traffic stop data including an analysis of citation and warnings issued in a dataset comprising millions of unique citizen contacts. Responsibilities – Data cleaning, preparation, and analysis. Spatial analysis and data visualization. • Evaluating the Efficacy of Problem-Based Learning in Police Academy Training (Co-Investigator) Description – Outcome assessment of the Problem-Based Learning (PBL) model, implemented within the Washington State Basic Law Enforcement Academy (BLEA). Responsibilities – Survey development, qualitative instrument development utilizing appreciative inquiry for focus groups and individual participant interviews, open-ended survey response content analysis, co-authorship of two in-progress professional papers, and presentation of findings at the 2010 and 2013 Academy of Criminal Justice Sciences conferences.• National Extension Disaster Education Network (EDEN) Pilot Test (Collaborator) Description – Pilot test of emergency communication outreach network within an exercise format to determine the accuracy and efficiency to communicate a disaster message and measure audience impact, initially focused on public and agricultural audiences. The initial phase includes understanding current distribution paths and what new expanded methods may be used to reach various populations while maintaining the communication impact.  Responsibilities – Survey development, incorporation of appreciative inquiry elements into the open-ended analysis, and preliminary assessment of initial data. • Montana State Police Racial Profiling Project (Collaborator) Description – Evaluation of racial profiling across both citation and warnings issued in a dataset comprising ~250,000 unique citizen contacts.  Responsibilities – Data Management and Data Analysis.
