Extensive experience in financial management & strategic planning, & organisational performance metric measurement (co-wrote a manual, & advised pilot national departments on its application), for the South African Government on implementation of performance information or metric measurement. Qualifications include a Bachelor of Business (Accountancy), Diploma in Local Government Administration, MBA, Graduate Certificate in Business Research and a PhD. A Fellow of CPA Australia.     General Manager (and Chief Financial Officer), Central Land Council (CLC) - CLC is a Commonwealth Government corporate entity, being a portfolio body of the Department of Prime Minister & Cabinet (Indigenous Affairs), mainly providing advocacy, mining exploration consultation, Aboriginal corporation administration, ranger program and community development services to Aboriginal people via a total staff of 230 ASL (250+ staff) (expenditure approximately $70m+). As the GM, responsible for all corporate compliance and organisational operational performance (including corporate/strategic planning, representation to Government on operational and financial matters, developing and developing/implementing performance information framework, risk management, Audit Committee, as well as executive management of 4 managers and 3 coordinators who manage the corporate functions (approx.60 staff) of human resources, financial management, asset (property and fleet) management, information technology and communication services and records management, the Aboriginal Associations Management Centre (currently administering 32 commercial Aboriginal Corporations under ORIC ) and the Tennant Creek regional office. Responsible for the implementation of the Commonwealth Public Governance, Performance and Accountability Act (PGPA) requiring various submissions and contributions on proposed PGPA rules and interface with Department of Finance reform team. Developed the CLC’s first corporate plan in accordance with the PGPA requirements (recognized as better practice by the Department of Finance) Currently negotiating the next 3-year enterprise agreement under Commonwealth Govt. EA policy – draft EA approved by APSC and about to proceed to a vote. EDRMS project implementation management.
