Led technology adoption and change management program for the U.S. Bureau of Engraving and Printing’s concurrent implementation of three large new technology systems. Led team in developing and executing a comprehensive technology adoption approach including training, communications, stakeholder and leadership alignment, performance management, and organizational development activities. Implemented a Project Management Office for the U.S. Immigration and Customs Enforcement (ICE) Agency’s efforts to transform their human capital delivery including status, risk and issue tracking, financial and contract management, and on-boarding and security. Managed a project to catalog and prioritize ICE’s human capital policy requirements and developed an approach to address those policy requirements.Formally and informally coached and mentored staff members.

Managed a portfolio of consulting projects totaling approximately $2 Million in annual revenue, supervised eight staff members, and developed approximately $3.5 Million in new business.Assisted the U.S. Environmental Protection Agency (EPA) with a program to reduce administrative costs. Developed organizational/service delivery models, business cases and reports which included the current state assessment, requirements, recommended business model, and a cost/benefit analysis. Designed and implemented a financial and administrative shared services center for the EPA that reduced the level of administrative work required by 11 Full Time Equivalents (FTE) and resulted in a significant improvement in customer satisfaction levels. Designed and implemented plans covering change management, communications, staffing, process improvement, service delivery, and organizational standup activities. Worked with U.S. Department of Homeland Security (DHS) Chief Financial Officer and other officials to develop a financial management vision for the Department. Activities included assessing DHS’ financial plans, transformational milestones, and solutions in support of world-class financial management.

Performed organizational assessments for ten offices (2,000 personnel) within the U.S. Department of Housing and Urban Development (HUD). Assessments included defining and documenting the work of each office and developing detailed business process reengineering and staffing recommendations. Audited competitive sourcing programs for the U.S. Navy and U.S. Food and Drug Administration where government organizations competed against the private sector for service contracts.

Supported program management efforts for a financial system implementation at the U.S. Department of Health and Human Services, including the development of a communications strategy, executive governance plan, and an electronic documentation resource to be used throughout the life cycle of the system.Aided HUD in developing work and resource estimates for all Department employees. Interviewed and briefed personnel, collected and analyzed workload data through surveys and interviews, and wrote reports based on data analyses. Provided project planning technical assistance and internal communications for the Health Care Financing Administration.
