She was later promoted to a police officer graduating from the academy in 1990. During her tenure, she worked in various divisions, such as the Administrative Division, Professional Development (Training Unit and Backgrounds), Internal Affairs, Field Operations Division, Community Relations, Street Narcotics, Robbery and Burglary Units, and Special Investigations Section (S.I.S). While assigned to the S.I.S., she was a part of the Vice Detail, Dignitary Protection, Smuggling, and Money Laundering. Dr. Starks has worked closely with the Federal Bureau of Investigations, Homeland Security, Secret Service, Drug Enforcement Agency, and the Alcohol, Tobacco, and Firearms. Dr. Starks was promoted and assigned to the Field Operations Division to oversee uniform patrol in Overtown, Little Haiti, and the Overtown Problem Solving Team.
