Created and launched mental health and substance abuse consulting enterprise that partners with Non-Governmental Organizations and independent medical providers to strategically align businesses with federal and state agencies to increase market share and secure funding. Manage contracts for vendors and ensure all associated tasks are tracked for efficiency and as consultant, responsible for all required monthly, quarterly, and annual statistical reports on the drug and alcohol testing programs and counseling services

Collaborate with the executive leadership team to develop and execute the organization's strategic plan. Provide input and recommendations on organizational goals and objectives related to behavioral health services. Oversee the daily operations of the agency, including clinical and administrative functions. Develop and implement operational policies, procedures, and protocols to optimize service delivery and client outcomes. Monitor and evaluate the performance of various departments and teams within the agency. Work with the CFO to develop and manage the agency's budget. Monitor financial performance, analyze variances, and take corrective actions as needed to achieve financial targets. Develop and maintain policies and procedures to mitigate risks associated with service delivery and operations. Build and maintain positive relationships with key stakeholders, including government agencies, funding sources, community partners, and clients. Identify opportunities for technology adoption and process improvement to enhance service delivery and operational efficiency. Collect and analyze data related to service outcomes, client satisfaction, and operational performance. Prepare and present regular reports to the executive team and board of directors.

•Plans, organizes, directs, and reviews all facets of Co-occurring program in alignment with Division of Substance Abuse and Mental Health (DSAMH) for state of Delaware; reviews policies, procedures, and methods used in State DSAMH programs for effectiveness and consistency with service goals and standards; develops new strategies, services and programs based on community needs; develops goals and objectives to accomplish program goals; identifies potential barriers and generates innovative and creative solutions.•Develops, recommends and implements new or revised policies, standards and procedures; monitors policies and procedures for compliance and quality standards.•Monitors and provides oversight for all negotiations and development of professional service contracts for the Division’s with community agencies for provision of services, assuring compliance with federal, state and county requirements, evaluating program effectiveness by review of program reports and statistics. .•Provides leadership, direction and oversight in the implementation of adult mental and behavioral health services; supervises and directs the work of program managers and administrative and support staff; interviews, hires, evaluates, and disciplines staff.•Participates as a member of the agency’s leadership team in the review, development and implementation of policies and procedures for carrying out the agency’s initiatives.•Assures that programs operate on the basis of sound administrative, fiscal and quality management principles within available financial resources.•Develops programmatic and administrative aspects of contracts, participate in monitoring contract compliance, and determines standards of service and treatment and serve as program resource on contract-related matters.•Oversees the preparation, analysis and distribution of program outcomes in monthly report to State of Delaware “DSAMH” officials
