In March of 2006, RCI (formerly Roof Consultants Institute) expanded its mission and service scope to include waterproofing and the building envelope. This action reflects the understanding that roofing issues often influence the entire building envelope. IIBEC Members are called upon to address building-wide concerns from below-grade to rooftop.The Northern California Chapter chartered in 2018 with the purpose to provide a medium at the local level for the advancement of the objectives of IIBEC to promote closer relations and cooperation amount the professionals, contractors, manufacturers, trade associations and societies which are engaged in, or directly connected with, the building construction industry which are engaged in, or directly connected with, the building construction industry.

Past Chair the local CSI Chapter Certification educational program for "CDT" and Advanced Certifications, including scheduling 13 weekly CDT Exam Prep Classes, hosted at our (DTR) offices for CSI members and non-members.Each year, I enjoy organizing another great group of volunteers, industry leaders to assist in teaching the material to each of our CDT attendees. Attendees are typically Architects, Engineers, Contractors, Facility Engineers and Manufacturing Representatives. Over the last 3 years, we have a success rate of 100% (virtually unheard of…) with a 94% overall pass rate of both professionals & students taking the exam. The Construction Documents Technology (CDT) Program provides a comprehensive overview for anyone who writes, interprets, enforces, or manages construction documents. Project architects, contractors, contract administrators, material suppliers, and manufacturers’ representatives are all realizing the advantages of being Construction Documents Technologists. By being able to understand and interpret written construction documents, CDTs perform their jobs more effectively. By understanding the roles and relationships of all participants, CDTs improve communication among all members of the construction team.I am very humbled by the great students whom worked hard and stayed with the program to pass the CDT certification exam. IT is the great feedback in hearing how much this program has help each of our attendees in their career, that keeps involved in this effort. I look forward to overseeing another year...

Thomas oversaw and coordinated an 8 year, $300M building program over three campuses on a contract basis with Kitchell CEM. Working with Solano College Facilities, Administration, Faculty and the Board, he executed the beginning of this extensive expansion & reconstruction program. He developed a compressive 3000 line CPM for all projects, including 3 campus Environmental Impact Reviews (EIR’s). Categorized and fine tuned infrastructure & building budgets drafted and executed RFQ/RFP’s for seven Architectural teams, three Engineering teams and two Environmental Consultants, including selection committees. Coordinated multiple large scale projects with Faculty, Facilities, Administration and the design teams working on 13 initial projects including mitigation measures, utility infrastructure projects, major off site improvements, two new satellite campuses, New Student Center, classroom swing space and numerous renovations of existing facilities.

Working with several talented designers, Mr. Berger applied his production and construction experience to construction documents. Focusing on primarily educational and civic/public projects, he rose to the position of project manager on some of the more prominent projects in the office. In addition, he was tasked with managing architectural manpower, and master-planning the computer network systems/CAD programs, reporting directly to the Director of Architecture. Successfully oversaw the construction of a highly political $23M Civic Center Renovation.
