Successfully led an 11-person team providing vital source selection training and business operations support to the Missile Defense Agency (MDA) at four geographically separated locations.o Developed policy, tools and templates using FAR, DFARS, DOD regulations and GAO case decisions. Authored and coordinated MDA policy manual for source selections and incorporated co-authored language with Agency attorneys.o Successfully enabled Component Acquisition Executive (CAE) desired acquisition objectives by providing subject matter expert (SME) advice, alternative courses of action, and hands-on support starting with acquisition planning and running through contract award. Leveraged expertise in Federal Acquisition Regulation (FAR) Part 15/Department of Defense (DOD) source selection procedures to advance the competitive award of 23 competitive multiple contract types valued from $10M to over $1B over a 7-year period. o Expertly assist teams in development of source selection strategy and plans recommending best practices for Statement of Work (SOW) and Performance Work Statements (PWS) and tying the evaluation criteria to key discriminators. Guided teams through evaluations, consensus, competitive range, award and debriefings. Provided Red Team quality reviews of all evaluation documentation.o Supervises the management of two full-time classified and unclassified source selection facilities in Huntsville, AL. Planned and executed activities including facility design and set-up implemented in accordance with Department of Defense Information Assurance Certification and Accreditation Process (DIACAP). o Developed and provided in-depth training to 600+ personnel in 32 two-day training events over six years. In addition provides just-in-time training on first day of evaluations ensuring team knows how to start evaluations and with a goal to minimize rework. o Won two MDA annual team awards for risk management and comprehensive acquisition process planning.

Led Air Force (AF) headquarters staff developing architecture policy and application strategies. Solved strategic business problems using architecture based analysis. • Lead AF architecture rep to Joint Chief of Staff air and missile defense team; reduced sensor-to-shooter kill chain by integrating seven Air Force weapon systems• “Leaned” AF CIO organization; mapped “as is” architecture then used lean reengineering principles to streamline and transform CIO organization
