Providing internal consultative expertise on strategic planning, policy analysis, performance management, program evaluation and budget management to Customer Services Executive and 4 operational Division Directors overseeing 250 employees, sales and billing services for 1.5 Million retail and wholesale customers, representing $600 Million in revenue with an operating budget of $31 Million. Led ground up operational assessment to enable 100-seat call center operation to consistently meet daily service level objectives, improve citizen satisfaction, while reducing $400,000 in operating expenses. Guided cost benefit analysis, and process review resulting in approval over $14 Million in technology investments. Negotiated a groundbreaking contract with Local 17 union to outsource telephone services to improve customer service during winter storm and emergency events.Redesigned Utilities Low Income Rate Assistance programincreased participation from 6,000 to 30,000+ qualified participants today.Appointed to 3-year term by Seattle Office for Civil Rights to provide technical assistance to City of Seattle departments, interagency stakeholder groups in implementation of Mayor’s Race & Social Justice Initiative.
