Assume responsibility for more than 430 miles of track from St. Paul, MN to Chicago, IL. The territory is the most critical stretch of the CP system in the U.S., and it contains two of the largest and most critical Yards on the CP system including the St. Paul, MN and Bensenville, IL. Manage an operating expense budget of approximately $13M and millions in capital expenditures, with a focus on supporting safe and efficient operations. Lead staff in training and execution of a new Consequence Leadership style in support of overall corporate culture change. Serve as a primary point of contact for the management and implementation of medium to large sized projects that support the achievement of corporate goals. Coordinate project activities such as the deployment and communication of standards, methods, tools, metrics, etc. Partner with cross-functional stakeholders from Operations, Engineering, Legal, and Mechanical in order to execute an effective internal concern reporting program. Oversee compliance investigation plans, and conduct timely , through and efficient compliance investigations.

Managed a new functional group within the Engineering Department, pulling the team together to focus on support functions, including asset management and utilization, budget planning and tracking, work block planning and scheduling, and material/inventory management and public works.

Transferred to BC, Canada to oversee all operational aspects of Engineering Department on Division, managing a $13M operating budget and $10M-$15M in capital spending. Led up to 13 direct reports and 160 unionized employees in the track, structure, and signal and communications departments. Partnered with counterparts in Operations and Mechanical to insure the necessary support for the ongoing 24/7 operation of the Railway. Worked with regulatory agencies and other third parties as necessary in order to maintain a safe and compliant operation.

Assumed accountability for the overall operation of the Structures Department of the St. Paul service area, consisting of 3 supervisors and 21 unionized employees. Led the development and execution of the annual and multi-year capital plans of approximately $4M annually. Ensured the compliant execution of operation and maintenance activities, including bridge inspections and documentation, and coordination with other functional groups on the performance of ongoing maintenance activities and delivery of the annual capital plan. Participated in the evaluation, recommendation, and planning of technical aspects of annual programs including geotechnical, hydrology, and structural through cross functional coordination of human and non-human resources within the Engineering Services group.

Supported environmental compliance for CP US Operations, involving pollution prevention planning, hazardous materials and waste management. Developed emergency response plans and assisted with on-call processes for incidents involving releases, including hazardous materials. Provided oversight of contractors, interfaced with CPR operating department personnel, and facilitated training for personnel across the territory. Handled permits, reporting, and renewals related to wastewater discharges, wetlands discharges, wetlands issues, and building/construction for remedial systems. Conducted and managed complex investigations in collaboration with legal counsel. Ensured the quality and consistency of investigations, coordinating with stakeholders throughout investigative processes, reporting on outcomes and preparing recommendations for remediation. Utilized in-depth knowledge of federal/state health and safety compliance laws to implement initiatives that foster and support and ethical culture. Partnered with compliance leaders to refine and develop processes, policies and standards for the investigation program.

Directed the daily operations for the Midwest Region, including oversight of 6 offices and 23 employees. Evaluated and updated monthly budgets, and provided status reports of the region's performance to the company President and CEO. Served as an Environmental Scientist handling regulatory, investigative, and pollution prevention issues primarily for railroad industry clients. Ensured that permitting, reporting, and record keeping requirements were met and aligned with Environment Health & Safety (EHS) laws and regulations.

Provided oversight of staffing, and scheduling, sub-contractor coordination and bid evaluation. Managed the internal budget, client interactions, and the completion of projects related to waste management, storm water, pollution prevention and other areas of regulatory compliance.
