This highly visible ballot measure amended Oregon statute to allow an owner of private real property to file a claim with the governmental jurisdiction responsible for implementing or enforcing a regulation that may have devalued that property. Helped designed the claims process and chaired a cross-agency team of state agencies with real property management responsibilities to implement a real property claims receipt program administered by the Department of Administration. The process and program was set up within months of the effective date of the law, and received and managed claims through the prescribed period in law.

Designed the engagement strategy and the work groups organization structure, which involved a diverse group of public organizations (state, cities, counties, special districts) and private sector interests ranging from good and service suppliers to technology, communications, professional services, construction contractors, trades and professional organizations. • Developed the day fleet vehicle optimization strategy the involved developing the optimal mileage range for vehicle disposal, downsizing the state owned rolling stock and executing short term rental on demand contracts, and rent by the hour contracts on the Capitol campus.• Lead the State’ Strategic Sourcing Initiative resulting in millions of dollars of saving in 8 categories of spending. • Established rules to implement new ORS 279 Procurement law
