In this role, I am head of redesigning the operational division of c.1200 diverse and geographically dispersed colleagues (Social Survey Collection) to deliver widespread improvements for our colleagues, our surveys respondents and our business - promoting flexibility, efficiency, inclusivity and productivity. As head of the project, leading a multidisciplinary team at significant pace, I am responsible for redesigning the full operating model for the division, including: roles and responsibilities, structures, contracts, ways of working, development and progression mechanisms, workload and case management, technology and more.

This role involved establishing and growing ONS' Behavioural Insights function & the Social Surveys Data Collection Research team to improve efficiency and quality in ONS' voluntary social surveys. In my position, I established a wide portfolio of research projects across the team - drawing on social research and behavioural science to support productive working practices and respondent behaviours.

In this role, my main responsibilities included:- Leading the publication of a research paper detailing the results of a split-sample trial testing the efficacy of a new Coercive and Controlling Behaviour question in the crime survey.- Leading the redevelopment of the domestic abuse publication strategy, delivering efficiency savings for the division whilst providing a suite of publications which better meet the needs of all users. This was well-received when implemented.- Working with policy colleagues across government to deliver valuable, responsive analysis.

In this role, my main experiences included:- Leading GDPR-compliance across all social survey data collection at ONS, collaborating with legal experts to define and implement compliant processes and procedures - sharing best practice across the industry- Running two advance letter trials to empirically test the effect of behavioural science techniques on response rates.- Leading the cross-site, cross-team research project redeveloping ONS’ respondent webpages, which involved conducting qualitative research, collating and analysing numerous research results, and developing clear evidence-based requirements. - Contributing actively to monthly Materials Strategy Advisory Group meetings.- Managing all respondent materials used throughout the social survey operations process.- Leading the redevelopment of the suite of introductory letters, reflecting learning from previous behavioural science trials.- Leading the response to a cabinet office briefing query into social survey questions on sexual orientation, and their effect on response.- Taking a leadership role in the division’s “Task and Finish” work investigating a sharp and concerning decline in Labour Force Survey response rates – this involved leading colleagues of ranging grades through responsive and fast-paced research to address key research questions posed by senior management.- Leading the work to develop course content for university students to learn about the practicalities of operationalising surveys, and the challenges this poses. I empowered a range of staff to contribute to this work and deliver some of the training with my support.

In this role, my main duties included:- Leading the team through a discovery sprint, generating new research output ideas.- Organising a showcase event for new research topics to be presented, with senior managers from across the office.- Developing a new internal migration methodology using Statistical Population Datasets, analysing the results and writing the report for publication.- Conducting analysis to identify international migrants in administrative data, contributing to challenging conceptual discussions throughout, as part of an international migration sprint.- Identifying a learning pathway for the team to learn Python, whilst taking the initiative for producing a complementary learning resource to supplement the training.- Conducting cognitive interviews to assist the Question and Questionnaire Design team in their testing of the religion question for the 2021 Census.

In this role, I worked in the Research Branch on varying projects.My primary role was to leading the graduate adjustment methodology redevelopment, before presenting this at a BSPS conference. This included:- performing the required analysis and research in order to complete the design of the new methodology,- writing and delivering the fully commented, coded system for handover to the project manager on time for integration,- completing evaluative analysis of the method’s stability, informing its application in the population estimates back series,- writing a summary research paper detailing the new methodology for publication on the website,- producing the detailed internal paper for use in the Methodology Quality Assurance process, providing a highly detailed, thorough description of what the new methodology entails and commentary on how it meets the UK Statistics Authority quality dimensions- producing comprehensive handover documentation in order to safeguard the ongoing success of the wider research work and build resilience in the project.In addition to this, I was involved in a variety of other projects, including:- Analysing and publishing a report evaluating the accuracy of the Small-Area Population Estimates.- Collaborating with key topic leads at Welsh Government, NISRA and NRS to produce a paper outlining the methodological and data differences between the devolved administrations’ production of key population outputs (including a measure of materiality of differences) for the UK Statistics Authority.- Presenting the division’s research update at a London Central and Local Information Partnership meeting.- Taking a leading role in the Staff Engagement Team, supporting colleagues through organisational change.- Collaborating with census teams, comparing the Patient Register and Personal Demographic Service during a sprint.- Updating and publishing the quarterly release: ‘Overview of the UK population’.
