Duncan Abigaba has ten years’ experience in government communications, public administration and project management. He has worked in the Office of the President, Ministry of ICT and National Guidance, and State House. He joined the Office of the President as the Presidential Assistant for Research and Information in 2015. His duties included handling public relations for the Ministry of the Presidency and Office of the President. Others included receiving performance reports from the Government Ministries, Departments and Agencies, and Local Governments, and identifying salient issues for the President's attention, as well as coordinating the work of the Resident District Commissioners. In August 2016, he and two colleagues were tasked with setting up the Government Citizen Interaction Centre (GCIC) at the Ministry of ICT and National Guidance. The Centre which was transferred to State House in 2021, facilitates the interaction between Government and the citizenry through a tollfree call centre, digital tools and social media. He was Deputy Head of the Centre from 2016 to 2023. In 2019, he was selected for the Mandela Washington Fellowship – Young African Leaders’ Initiative (YALI), an exchange programme of the Department of State of the United States, that identifies and nurtures young African leaders for future leadership of the continent. In 2022, he won the Open Doors Scholarship to study Master of International Business at the best business school in Russia and Eastern Europe, the Higher School of Economics (HSE). Abigaba holds a Master of International Business (Higher School of Economics — Russia), Post Graduate Diploma in Project Planning and Management (Uganda Management Institute) and Bachelor of Commerce (Makerere University) among other qualifications.
