Duncan currently works for the Hertfordshire Waste Partnership working on behalf of the 11 partner authorities to project manage the implementation of Hertfordshire’s Joint Municipal Waste Management Strategy covering services with an annual expenditure of circa £89 million. Responsibilities include a £4m capital investment programme targeted at improving waste management infrastructure to drive the HWP’s recycling rate up to 50%. He is also the senior executive officer responsible for developing the Partnership’s long term governance arrangements as well as providing HWP support to the County Council’s residual waste treatment programme. Duncan also provides internal consultancy for the partner authorities via operational, technical and strategic support to both individual authorities and sub county clusters. This ranges from providing guidance and advice to executive Members including Council Leaders and Portfolio Holders to computer modelling of collection services with frontline staff delivering efficiencies as well as supporting new service design and implementation.

Hertfordshire

In addition to his partnership development role, in June 2016 Duncan was appointed as Chairman of the award winning Hertfordshire Fly Tipping Group which is multi-agency taskforce set up to tackle fly tipping. As well as Hertfordshire’s Boroughs, Districts and County Council the group also includes representation from the Hertfordshire Constabulary, the Office of the Police & Crime Commissioner, Hertfordshire Fire & Rescue, the Environment Agency, the National Farmers Union and Keep Britain Tidy.As Chairman Duncan is responsible for the Group’s annual work programme which covers topics ranging from enforcement activity and training to working on joint initiatives to improve the Group’s overall response. Under Duncan’s Chairmanship the Group is also establishing new links with similar initiatives in neighbouring counties to deal with common areas of interest in pursuit of an upwards equalisation in standards as well as the exchange of best practice.In February 2018 the Herts Fly Tipping Group picked up the award for Best Partnership at the annual Keep Britain Tidy awards. This was followed by winning the Presidential award for Best Project in the 'Improving the Environment & Public Health' category at the Association of Directors of Environment, Planning & Transport annual awards in May 2018.

Having been a member of the National Association of Waste Disposal Officers (known as NAWDO) for some years in June 2018 Duncan was elevated to the Association's Policy & Advisory Committee.NAWDO was formed in 1992 following the implementation of the requirements of the Environmental Protection Act 1990 which resulted in the former Waste Disposal Engineers being split into three different organisations. NAWDO was created to represent the interests of the client side of waste management for council waste disposal authorities.NAWDO is the primary network for senior waste managers within local authorities with statutory responsibilities for Waste Disposal. With over 80 members NAWDO membership represents around 80% of all local authorities with waste disposal duties and includes London Boroughs, Joint Waste Disposal Authorities, Metropolitan, Unitary and County Councils from all UK regions (with the exception of Scotland). The organisation, which has excellent working relationships with DEFRA, WRAP, LGA, LARAC, the Environment Agency, provides members with first hand opportunities to hear from, speak to and ask questions of, key leaders and stakeholders within the waste management industry, regulators and central government.

Suffolk

When not at work Duncan is a Team Leader with Suffolk Lowland Search and Rescue, which is a voluntary organisation ready to assist the emergency services across Suffolk in finding missing children and vulnerable adults. SuLSAR is on-call 24 hours a day, 365 days a year ready to respond across Suffolk and the surrounding areas and is a registered charity and therefore relies on donations. All members are volunteers and are trained to a national standard.

In addition to other volunteer roles in March 2024 Duncan also agreed to take on the role of Community Governor at the West Row Academy in West Suffolk. As such Duncan is now part of one of the largest volunteer forces in the country with an important role to raising academic standards in schools. Duncan also recently agreed to take on the lead Governor for issues related to special educational need provision.

Suffolk And Cambridgeshire

Since 2011 the volunteers of SERV Suffolk and Cambridgeshire, also known as the Bloodrunners, have been providing a free essential service to our local NHS hospitals, Air Ambulance Services, Hospices, Human Donor Milk Banks and vulnerable patients by transporting blood, blood products, patient blood samples, medicines, medical equipment and donated human milk.24 hours a day, every dayIt’s what we do

Most recently Duncan has also become a GoodSam responder; alerted when they are in the immediate vicinity of a cardiac arrest, GoodSam responders can initiate CPR and / or basic first aid in the critical minutes before emergency services arrive.

Duncan is a past Chairman of the CIWM's special interest group (SIG) on waste prevention which concentrates on the top of the hierarchy, from preparation for re-use upwards. The SIG seeks to make strategic contributions towards waste prevention in the UK and Ireland by engaging with key stakeholders in both the public and private sector. It promotes the secondary use of materials, goods and products in pursuit of waste as a resource.Membership of the SIG is open to anyone with an interest in waste prevention, resource efficiency, reuse and related sectors. This may include students, those with "grass roots" practical experience or those that are just plain enthusiastic. CIWM membership is not a pre-requisite, although we hope that this will be a natural progression for those interested in keeping up-to-date with information and the progression of their career.

Stansted (W83)

Duncan was previously an On Call Fire Fighter with the Essex County Fire & Rescue Service. Based at Fire House 83 in Stansted he was part of a dedicated team providing firefighting and rescue services to the town; surrounding area, the main airport complex at Stansted as well as the local motorway network in combination with neighbouring stations. This involved providing an immediate response to all emergency and special service calls including fire, transport and HAZMAT incidents, saving and preserving endangered life and property, treating casualties and supporting people involved incidents. Transport incidents include responding to all road traffic collisions specialising in vehicle stabilisation, casualty extrication and firefighting when needed. His team also delivered community fire safety programmes to protect the public making communities safer.

Senior local government officer and member of the Chartered Institution of Wastes Management with over 15 years experience including refuse collection, waste disposal, kerbside recycling services, bring site networks, civic amenity sites (DSO and client), public conveniences, and clinical, hazardous and bulky waste collections. Previously employed by the London Borough of Hillingdon with prime responsibility for policy / strategy formulation and implementation including the full suite of typical client side roles as well as senior leadership roles in direct service operations successfully working across two tier structures.
