Partnership Development ManagerHertfordshire Waste Partnership Sep 2008 - PresentHertfordDuncan currently works for the Hertfordshire Waste Partnership working on behalf of the 11 partner authorities to project manage the implementation of Hertfordshire’s Joint Municipal Waste Management Strategy covering services with an annual expenditure of circa £89 million. Responsibilities include a £4m capital investment programme targeted at improving waste management infrastructure to drive the HWP’s recycling rate up to 50%. He is also the senior executive officer responsible for developing the Partnership’s long term governance arrangements as well as providing HWP support to the County Council’s residual waste treatment programme. Duncan also provides internal consultancy for the partner authorities via operational, technical and strategic support to both individual authorities and sub county clusters. This ranges from providing guidance and advice to executive Members including Council Leaders and Portfolio Holders to computer modelling of collection services with frontline staff delivering efficiencies as well as supporting new service design and implementation. -

Under Duncan’s Chairmanship the Group is also establishing new links with similar initiatives in neighbouring counties to deal with common areas of interest in pursuit of an upwards equalisation in standards as well as the exchange of best practice.In February 2018 the Herts Fly Tipping Group picked up the award for Best Partnership at the annual Keep Britain Tidy awards. NAWDO was created to represent the interests of the client side of waste management for council waste disposal authorities.NAWDO is the primary network for senior waste managers within local authorities with statutory responsibilities for Waste Disposal. With over 80 members NAWDO membership represents around 80% of all local authorities with waste disposal duties and includes London Boroughs, Joint Waste Disposal Authorities, Metropolitan, Unitary and County Councils from all UK regions (with the exception of Scotland). The organisation, which has excellent working relationships with DEFRA, WRAP, LGA, LARAC, the Environment Agency, provides members with first hand opportunities to hear from, speak to and ask questions of, key leaders and stakeholders within the waste management industry, regulators and central government.
