Supports the Air Force Research Laboratory (AFRL)/Integrated Experiments and Evaluation Division (RVE) for the Demonstration and Science Experiments (DSX) program office.

Supports the Air Force Research Laboratory (AFRL)/Integrated Experiments and Evaluation Division (RVE). On the ESPA Auxiliary GEO Laboratory Experiment (EAGLE) program, he served as systems engineer on the original concept development, focused on the communications architecture, and during EAGLE development focused on the integrated avionics unit and the flight software. For the Demonstration and Science Experiments (DSX) program office he served as chief engineer and led a group of four systems engineers to manage the delivery of twelve DSX payloads; coordinate with the integration and test (I&T) team to verify the space vehicle (SV) meets mission requirements; work with the Air Force Space and Missile Systems Center (SMC), Space Test Program (STP) to obtain the launch manifest for the DSX SV; and establish the requirements for mission operations.

Supported the AFRL)/ RVE DSX program office as chief engineer and element manager for the National Aeronautics and Space Administration (NASA) Space Environment Testbed (SET)-1 payload and Experimental Computer System (ECS). He also managed Sequoia’s space systems group. Key achievements included development of the DSX magnetic control plan and concept of operations; negotiating the program specification and requirements document for the DSX spacecraft; management of the Interface Control Documents (ICDs) for spacecraft, SET-1, and ECS; and refining the Electromagnetic Interference/Electromagnetic Compatibility/ Electrostatic Discharge (EMI/EMC/ESD) specifications for the common requirements document.

Led multiple subcontractor teams of 130 engineers, satellite operators, and professional staff in support of two U.S. Air Force Satellite Operations Centers. He managed over 25 projects with a total annual budget of $20M and interfaced with a variety of DoD and NASA customers. Engineering activities included ground software development for satellite command and control and telemetry processing, mission planning, and on-orbit satellite anomaly resolution. Generated Department of Defense Architecture Framework (DODAF) views for Space Situation Awareness architecture, conducted a Commercial of the Shelf (COTS) Telemetry, Tracking and Control (TT&C) trade study for a ground segment satellite control center, and generated requirements for mission planning software development.

Led research and development scientists and engineers to develop and build high-value ozone technology products. He planned, executed, and directed new product development for applications in the medical, institutional, food processing, and consumer product markets. He led strategic planning and business planning and performed cost analysis of the product lines and all proposal pricing.

As a member of a proposal team, wrote the management portion of a Northrop Grumman proposal to the U.S. Air Force. He was proposed by Northrop Grumman as the program manager for a $60 million contract to lead a team of systems engineers, software developers, and spacecraft controllers and a team of large and small businesses.

Provided guidance to the governor on science policy and managed programs to stimulate technology transfer from the national laboratories and universities to the private sector to promote high-technology business formation and growth. He wrote the governor’s technology-related speeches and stood in for the governor when schedules conflicted. He advocated legislation before the NM State Legislature as well as the NM congressional delegation.

Led operations of the $13M engineering services company, including business development, finance and administration, human resources, security, information systems, and program management. He managed contracts in atmospheric physics, space power and thermal management research, image processing, and new product development.

Led aerospace product design and development, manufacturing engineering, drafting, marketing, and systems engineering. He introduced concurrent engineering and design procedures, and reorganized engineering to improve productivity. He prepared all proposals and marketing briefings for domestic and international aerospace clients.

Developed a classified spacecraft business area with the NRO. He managed investments in plant and equipment and technology development, and won government contracts to complement GE R&D investment. He served as systems engineer on NRO space systems, developed laser propagation simulation and conducted threat analysis, and built a laser effects testing laboratory.
