Dursun Baş is an EU Environmental Policy Expert and Project Manager with a strong background in EU Environmental and Climate Acquis. With a focus on Regulatory Impact Assessment (RIA), he has successfully managed and led various projects in this field. He holds an MSc degree in Earth System Sciences from METU.Throughout his more than 10 years of experience, Dursun has contributed to governmental, local authorities, NGO sectors, and private spheres. His expertise lies in the transposition and implementation of EU environmental, nature conservation-biodiversity, and climate-energy regulations. He possesses comprehensive knowledge of the EU Environmental, Climate, and Energy Acquis. Dursun has played a key role in the preparation of RIA reports, serving as a lead or co-author. These reports encompassed EU directives such as Habitats & Birds Directives, Seveso II Directive, Packaging Waste Directive, Landfill Directive, UWWTD, ETS Directive, CCS Directive, and Fuel Quality Directive. (includes management of comprehensive consultation processes).Dursun served as an NKE (Non Key Expert) for the Seveso II Directive (2011-2014), Natura 2000 (2015-2018), Low Carbon Development (2017-2020), and EU Invasive Alien Species TA (2019-2022). He supported capacity building and research projects in environmental themes. His responsibilities included training program development, drafting secondary legislation, institutional needs assessment, and Legal Gap Assessment reports.He actively participated in preparing GHG inventories and local climate action plans for Kocaeli and Denizli metropolitan municipalities. As the manager of the "Community-Based Recycling for A Litter Free Mediterranean Project" at Nature Conservation Centre (DKM) from May 2019 to January 2020, he completed local waste management activities.Most recently, Dursun served as an RIA expert for the transposition of EU Climate Acquis in the Low Carbon Development TA Project. He also worked as a Key Expert from January to October 2021 for the EC-supported project named "Support to the EUD in Appraisal of Projects and Blending Operations in the field of Environment and Climate Change" in Turkey.From August 2020 to October 2022, Dursun held the position of Turkey Project Coordinator for the COBENEFITS Project, part of the International Climate Initiative supported by the German BMU. Since May 2022, Dursun serves as the coordinator for the "STEEL SECTOR DECARBONIZATION – Introductory Work in Turkey" project that aims to analyze and understand the decarbonization needs of the steel industry.
