Sold the company owners on the potential and feasibility of transforming the company into a SaaS provider. Co-led the development team that saw the initial vision through to production. Team Lead and Manager of Enterprise Systems for San Diego's central law enforcement IT organization.► IT Management – Acted as sole IT manager during search for a permanent CTO.► Public Speaking / Presentations – Frequent speaker at conferences promoting my organization, our projects and partnerships. This publicity was key to acquiring future grant funding.► Enterprise Replacement – RFPs included Middleware, Security, Portal and Reporting services. Also selection committees evaluating the responses.► Responsible for the database containing all law enforcement records in the San Diego area (over 2 million documents, 30 million database records) & Designer of next generation database (big data)► Lead for FBI & national data exchange (SOA integration)

► EDI Payment System – Architect / Designer for an EDI system allowing San Diego city to receive, audit and pay its SDGE bills electronically. Each billing consists of over 10,000 line items, which the system amortizes into over 30,000 department charges.► Mayor and City Council web site – Architect and lead developer on the team building public facing web portals for San Diego city, including the Mayor and city council. Real time content changes without interruption of service; supported hit rates averaging 8000 – 12000 hits per week / per site.

At this time identity theft was treated as a local crime, but local law enforcement did not have the means or legal reach to properly police it. Project WHO was a grassroots effort between concerned professionals from the law enforcement space to build the processes and infrastructure for national-level management including victim reports, insurance claims paperwork, and tracking for law enforcement. In 2011 it was subsumed by an FBI effort to tackle identity theft.
