However, with emissions cuts becoming more urgent, it is now imperative for policymakers to also consider the hitherto excluded industrial sectors as well as for industrial sectors to start adapting to more stringent climate policies. Germany, with a strong manufacturing sector, is an example of a country where many industries are so far exempt from emissions trading or carbon taxation. The question here is how different ‘sustainability-‘ or ‘eco-taxes’ such as a tax on CO2 emission and also labour taxation would impact the cost structure of manufacturing.
