About Duvall Roundtree
With IT being such an important part of every business, it is critical that the leaders of the IT teams are strategic and pragmatic while also visionary and innovative. An IT leader should look toward the future while never losing sight of the people who use the systems and stay focused on the reasons behind the upgrades and improvements as well as the goals of the organization their technology supports. These are just a few of the leadership traits that I bring.You will see detailed in my experience below that I have enjoyed a successful career in the United States Air Force. During this career, I oversaw the workforce planning and forecasting for all 22,000 IT and communications employees Air Force-wide, I managed the NSA’s largest data center and supported customer service for 50K end-users at 600 sites and provided Tier 1 help desk support for 23K users across 31 locations. My career was diverse, but it started in network architecture and administration, so I have a solid foundation of technical skills on which to base my leadership decisions.As a leader, I am often brought in to turn around underperforming teams or “right the ship” when things are not being done efficiently or in compliance with standards. On several occasions, I have identified the root cause and introduced process improvements that corrected long-standing issues. As I prepare to wrap up my Air Force career in August of 2022, I am looking to continue in a senior IT or cybersecurity leadership role. Hand-selected to lead USAF-wide workforce programs including training and development, talent management, staffing allocation and retention that impacted 22K IT and cyber employees. Shaped 32 regional managers’ decisions to align with Headquarters’ Air Force strategic goals with key stakeholders in 325 locations across six continents. Directed the interpretation and consistent application of HR law, policy and procedure for all IT and cybersecurity employees.Some of the highlights of my accomplishments:➥ As the Space Force military branch was being launched, I oversaw the recruiting, staffing, training and human resources programs for this new service that encompassed 4,000 employees.➥ I was tasked with creating a 20-year staffing plan for the IT and cyber career field for the Air Force. By introducing a more strategic, intentional staffing plan, we were able to save an average of $8M in annual employee relocation costs. ➥ When the COVID-19 crisis occurred, it was uncertain how our team would continue to operate effectively while still protecting information security. I created a teleworking proposal that enabled the team to work remotely via telework. The team was able to increase production by 11% without sacrificing information security.
Deputy Director Of It
I supported the NSA’s largest data center encompassing over 91K sq feet by leading 500+ IT personnel, to include cybersecurity and help desk, across its 30 work centers. ➥ After rewiring 5K connection points to reestablish TEMPEST standards, I was able to correct an outstanding cyber vulnerability and ensure safeguards for the future.➥ I led 1,200+ IT projects through scope planning and scheduling. An important project I directed was the Infrastructure-as-a-Service (IaaS) and Software-as-a-Service (SaaS) transition that provided the guide to launch 24-hour work center that led to improved information security.➥ Recognizing the importance of collaboration, I trained 14 senior leaders on HR and employee relations which provided the foundation for strong internal communication.

Supporting 23K user accounts in 125 organizations, I led a 92-person team that provided Tier 1 help desk support at 31 separate locations.➥ I oversaw lifecycle management, inventory accountability, procurement, upgrades and distribution programs as part of USAF’s largest IT asset management account.➥ I led a 5-person project team that was tasked with upgrading from Blackberry to Android/iPhone. To improve asset inventory accountability, I launched an initiative of amnesty turn-in day that saved $32M in costs from 48K in assets.
Program Manager
I was tasked to manage IT and physical security for our campus of 13 data center facilities that housed high-value satellite and network communications equipment. I developed comprehensive maintenance and security strategic plans that included structural and fire suppression systems, power, plumbing and HVAC to protect $834M in assets while applying OSHA safety standards.➥ Recognizing the need for greater physical security to protect the data center assets, I directed a project to build fenced walls, install CCTV surveillance cameras and implement picture identification and controlled access to restricted areas.➥ In response to a facility fire, with confirmed zero injuries, I led a project team that identified structural damage and planned a $490K renovation that temporarily relocated 158 employees without interrupting datacenter tasks.
Senior Network Engineer
I led a 6-person team that managed IT and telecommunications for 28 countries supported by the USAF Europe’s largest communication hub. We provided maintenance and troubleshoot solutions to 770 virtual circuits, long haul and leased lines and 42 routers for 23K end-users. ➥ I negotiated SLAs with multiple countries for system uptime, downtime and maintenance after creating network connectivity and communication engineering plans for global virtual networks. Equipment was tested regularly to ensure interconnectivity with DISA and European network.➥ I oversaw several full project lifecycles from stakeholder needs assessment and establishing project scope, schedule and budget through post-completion testing and support. One of my most satisfying projects was engineering Manas AFB first-ever terrestrial backup link that increased bandwidth 300% for 1,500 users.
