Review and recommend periodic revisions to rules and regulations as established by the Civil Service Board and Civil Service Commission. Facilitate labor relations including the preparation, negotiation, interpretation and administration of bargaining unit agreements.Participate in employer-employee grievance resolutions for all union contracts and assist in the preparation of arbitration cases.Provide assistance and guidance to Department Heads regarding personnel matters such as contract interpretation, performance improvement, training, development, and disciplinary actions, etc.Act as the City Affirmative Action Officer and, as such, is responsible for developing and maintaining the City Affirmative Action Program, and represent the City in affirmative action audits. Develop and implement employee health and safety policies, recommend regulations covering union and non-union employees, and assure compliance with legal requirements.Administer the City's health care and benefit plans to employees, retirees and eligibile dependentsOversee the unemployment claim process and determinations, and represent the City at formal and informal hearings.Oversee the claims process within the City's self-insured workers' compensation system, and represent the City at formal and informal hearings.Developt and maintain the City’s compensation and classification plans.Oversee the coordination and development of employee training, evaluation, motivation and development programs.Administer and ensure compliance with DOT program.Administer the recruitment process and on-boarding of new employees.
