Site lead for a small cadre of technical specialists in nuclear and chemical security, intelligence analysis, and food security who support the DHS Countering Weapons of Mass Destruction Office. Bringing together engineering analysis, national intelligence, and specialized open source information, we help DHS recognize and analysis emerging and potential future threats in the CBRN arena. We also highlight changes that are underway now in legitimate industries and in international trade that could impact CBRN proliferation in the next few decades.

Washington D.C. Metro Area

Led a team of intelligence professionals and subject matter experts focused on situational awareness worldwide and intelligence support to senior DHS decision makers, as the Department's experts for chemical, biological, radiological, and nuclear threats. Champions new data mining, aggregation, and display tools, especially geospatial applications. Represents DHS in interagency counter-WMD standing committees.

Greater Detroit Area

Served as Ninth Coast Guard District Intelligence Division’s liaison to US Customs and Border Protection’s (CBP) Operational Integration Center for the Great Lakes. Using previously untapped IBM Cognos reporting tools in the Coast Guard’s Asset Logistics Management Information System, developed a mechanism to enable CBP units to automatically receive Coast Guard boat patrol schedules for their areas of operation, overcoming the firewalls between the Coast Guard’s military network and the civilian CBP system. Recognizing that the presence of personally identifiable information in field intelligence reports was hindering the mapping and analysis of criminal activity, developed a natural language processing approach to extract geographic locations and to sanitize personal information from the documents.

Greater Detroit Area

Oversaw ten units, 550 personnel, and 45 boats performing all Coast Guard missions throughout western Lake Erie and Eastern Lake Michigan. Directed 143 cases as Search & Rescue Mission Coordinator resulting in 35 lives saved, and exercised control of waterways and shipping as Alternate Captain of the Port. Represented the Coast Guard on the Department of Justice’s High Intensity Drug Trafficking Area committee for Michigan and worked closely with Canadian law enforcement agencies, particularly the Royal Canadian Mounted Police, on matters of mutual concern. Spearheaded multiple projects to improve military member and military family cohesion in a command whose members were dispersed throughout a major urban area.

Key West, Florida

Synchronized intelligence collection activities in support of multinational counterdrug operations throughout Latin America and the Caribbean. Planned collection to counter increasingly stealthy trafficking methods and devised new workflows to improve the timeliness of intelligence delivery to US and foreign forces. Through intimate knowledge of the underlying intelligence sources, was able to efficiently gain concurrence across five national agencies to change the foreign disclosure practices for counterdrug and maritime intelligence and widen the circle of trust for mission planning to include new partner nations.

Portland, Oregon Area

Led all maritime law enforcement and incident response activities and all related training. Directed responses to ship groundings, oil spills, and security alerts throughout Oregon and Washington. Coordinated 900+ personnel as the senior Federal officer for the DEEPWATER HORIZON spill response in Lafitte, Louisiana.

Virginia Beach, Virginia

Coordinated all offshore ship tracking and tactical intelligence processing for Coast Guard operational commanders on the US East Coast. Developed and fielded new semiautomated processes for long-range ship detection and tracking, increasing the flow of ship track information to field units more than tenfold. Trained, equipped and led mixed active duty and Reserve tactical intelligence teams on surge deployments throughout the eastern United States. Supervised a multilingual crew providing classified tactical support in Spanish and Arabic to Coast Guard commands working with allies and with foreign merchant mariners.

Washington Dc And Valdez, Alaska

Specialized in maritime hazardous materials control and port security at Coast Guard Headquarters and at Marine Safety Office, Valdez, Alaska. Conducted engineering analysis of oil terminal accidents at the largest oil loading terminal in the United States and developed port defense plans, assuming the duty as a full-time responsibility after the September 11, 2001 attacks. Prompted by a request from the North American Aerospace Defense Command, devised and engineered a completely new method to link the Coast Guard’s port safety radars into the secure military Global Command and Control System (GCCS). This work was recognized by the national Captain Niels P. Thompsen Innovation Award for 2003.

Edgewood, Md And Mclean Va

Provided engineering analysis support to the US Army’s Program Manager for Chemical Demilitarization in the design of non-incineration processes for destruction of the US stockpiles of sulfur mustard and VX agent. Supported the Environmental Protection Agency’s Office of Toxic Substances and Office of Solid Waste and Emergency Management with engineering analyses and field studies. Also provided expertise to HQ US Air Force Directorate of Nuclear and Counterproliferation Issues on studies related to the vulnerability of key air logistics nodes to CBRN attack.
