The Facility Security Officer (FSO)/Manager for CSRA LLC plays an integral role in ensuring the effective implementation of all security operations at the Falls Church location. In addition to serving as the manager for seasoned security professionals the FSO maintains management oversight for two other offsite locations, and often acts as an advisor to the Director of Security. The FSO is responsible for the day-to-day implementation of contracts administration, personnel security operations, physical security requirements, and the FOCI mitigation agreement requirements. Performs as the Assistant CSSO, and COMSEC Custodian for all Intelligence programs operated within the assigned cage codes.

Director of Security/FSO/Facilities Manager – Orbis Operations, LLC ▪ Establish and implement company security policies and procedures.▪ Routinely corresponds with the Defense Security Service to insure compliance with the National Industrial Security Program for personnel and facility security.▪ Responsible for maintaining security clearances of all employees and Independent Consultants (ICs); ensures timely processing of initial clearances and periodic reinvestigations through the eQIP and JPAS systems. ▪ Responsible for facility management for two Orbis Ops facilities, to include coordination with the external alarm monitoring company; responsible for employee badging, asset management, key control, computer equipment/software issuance and accountability. Division Director of Security and Facilities - Engility Corporation / Mission Support Services (MSS) Division Was an active member of the Senior Leadership Staff reporting to the Chief Operations Officer  Managed five Security and three Facilities Professionals within MSS.  Traveled to off-site facilities across the U.S. to conduct detailed security assessments to ensure the highest possible DSS inspection ratings for Engility/MSS cleared facilities.  Developed policies and procedures for industrial security operations, record retention, security education and training.  Trained the security staff to operate at the highest level of proficiency that resulted in three consecutive superior ratings for Defense Security Service (DSS) security assessments which led to being awarded the James S. Cogswell Award in 2011.  Maintained oversight of facility/maintenance operations, facility budgets, and real estate transactions for the Division.  Managed the processes of personnel security clearances through JPAS for over 2,000 cleared employees and 90 cleared consultants. Ethics Officer for MSS – ensured the Code of Ethics and Business Conduct training was provided and completed by all staff members to ensure adherence to the Ethics Policy is maintained through commitment and ethical business practices; managed proper handling of ethics cases by investigating the issues discreetly and in a professional manner; investigated or assigned investigators to explore and uncover the source of the issue(s) while remaining cognizant of the sensitivity/privacy of individuals involved in each case. Record Retention Manager – developed a newly established Record Retention Policy for maintaining accountability of critical company documentation within all departments of the Division; ensured Federal and State compliances were achieved; provided guidance for the process of identifying principal records to maintain or destroy after the prescribed retention period.

Facilities Security Officer (FSO), Booz Allen Hamilton, Arlington, VA  As the Facilities Security Officer (FSO) – managed security operations of four Booz Allen facilities, and was responsible for three security professionals.  Managed industrial security functions for collateral and SCI contracts.  As the Information System Security Manager (ISSM) maintained NISPOM required security protocols for classified computer systems within the four facilities.  Additional duty as the COMSEC Manager - ensured the control and distribution of COMSEC material was handled in accordance with the National Security Agency (NSA) COMSEC guidelines.

Program Special Security Manager/Corporate Special Security Officer; Institute for Defense Analysis, (IDA) Alexandria, VA Assistant Corporate Special Security Officer, and later promoted as the Corporate Special Security Officer (CSSO) to manage the construction and overall security operations of two IDA Sensitive Compartmented Information Facilities (SCIFs) in accordance with DCID 6/9 Physical Security Standards for SCIFs. Supervised senior security staff members that managed all SCIF security functions, to include administrative, personnel, physical, and computer security.  Oversaw the process of SCI and Special Access Required (SAR) access requests for IDA research staff members and consultants.  Established security policies for computer systems operated within the SCIF in support of numerous Special Access Programs (SAPs). Managed network configurations for all classified LANS operated within the SCIF
