The PetroCaribe Development Fund (PCDF) is a statutory corporation charged with the management of the proceeds which accrue to Jamaica under the deferred financing arrangement of the PetroCaribe Energy Cooperation Agreement between Jamaica and Venezuela. It is the single largest asset base in Jamaica. At the PCDF I worked under the supervision of the Legal Counsel & Corporate Secretary. I was a member of the Wellness Committee, the Procurement Committee, the Office Relocation Committee and played football (soccer) for the company team.My main responsibility was to the Board of Management and the various Committees of the PCDF. I set the meeting dates, ensured in advance that meetings were properly quorate, compiled and sent out the packages for the meetings, prepared various Resolutions for the Board, recorded the minutes of the meetings and ensured that the cheques for the Members fees were prepared and sent out in a timely manner. Additionally, I did legal research, drafted legal opinions, loan and other agreements, promissory notes, ensured that stamp duty was paid where necessary and ensured that loans were properly secured as Custodian of the Securities. I also did company and title searches, maintained proper and up to date records with Banks and other financial institutions and drafted letters etc.

My main function while interning at the DBJ was to do legal research, to write legal opinions to advise the General Manager of Legal Services and to record minutes of meetings. I had articles published in the company magazine both in 2010 and in 2011 pertaining to whether pensions could be used to secure a loan, resolving internal conflict within a company and outlining the role of the Managing Director. I have experience using Westlaw, Lexis Nexis, Justis, Cari Law as well as other legal search engines. I am also very competent in the use of computers and consider myself somewhat of a “techie”.
