Re-engineered entire Procurement function by establishing strategic Procurement function, best practice policy development, centralized supply chain management, standardized workflow and documentation. Redesigned and gained Council approvals on various City of Vancouver policies to incorporate streamlined processes. Developed and established balanced scorecard concept for operational procurement, contracts and warehouse. Drove implementation of Supply Relationship Management module (e-Procurement) for SAP.Managed procurement spend of approximately $300MM and departmental budget of $2mm

Lean Six Sigma Project Manager (Black Belt) 2005 - 2008 Angola Initiated, managed and drove business process improvement using Lean Six Sigma process improvement methods.As an internal consultant, led a traffic and customs project team that reduced direct operating expenses 8% via outsourced service provider management, regulatory penalties by 99% and variation in cycle time by 23%. Enabled compliance with partner audit issues and Sarbanes Oxley. Leading a receiving and logistics team, reduced cycle time by 75% and variation 40%. Enabled re-allocation of workloads and eliminated key bottleneck for operations. Re-designed reorder reports to accommodate changes in cycle times and increased demands. Implemented functional MRP for down hole wells service.

Directed company wide procurement education programs including "Contracts and Ethics" and "Getting to Yes" negotiation program. Developed and instructed both courses. Stewarded CCL cost saving initiatives resulting in $4MM in savings by authoring a "contract plan" by workgroup. Initiated work process improvements that saved $300k/year
