I am privileged to serve as the Chief Operating Officer and co-Chief of Staff for Knox County Mayor Glenn Jacobs. Knox County is home to some 471,000 citizens and is the 3rd most populous county in the state. As a recognized Participating Jurisdiction through the U.S. Department of Housing and Urban Development, we strive to promote the availability of affordable housing for low to moderate income families in our community. Working with various community partners, we administer and distribute Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) funds in compliance with applicable federal guidance.We also oversee Homeland Security funding for Knox County, and manage a comprehensive training program for first responders and emergency service providers in the 16 counties of Tennessee Homeland Security District 2. Additionally, we manage a Complex Coordinated Terrorist Attack grant awarded to District 2.

Staff included 9 licensed Professional Engineers (PE's), as well as experienced & credentialed experts in every department.

Liaison to state legislative delegation, County Commission, Board of Education and other elected officials. Oversee Homeland Security initiatives for Mayor's Office; Knox County's representative on Homeland Security District 2.Mayor's designee to Knox County E911 Board of Directors.Supervise Senior Directors of Information Technology, Parks/Recreation, and Engineering/Public Works, with 340 FTE's as direct or indirect reports.Primary media liaison, handling interaction with all print & electronic media. Supervise Communications Department staff. Coordinate and supervise news conferences and media briefings.Successfully led the development of the "County Snapshot," a web-based publication of information sought by public and media.Prepare and deliver presentations to community groups; facilitate and/or moderate public meetings.Special events management, including planning and logistics.Represent Knox County at public events.

Second in command to the Sheriff, responsible for daily administrative oversight of the department's ~1005 employees and for administration of the agency's $40+ million budget. Responsible for inter-governmental and interagency relations, serving as primary liaison to County Commission and other elected officials.Supervised major agency divisions and staff, including Patrol, Investigative, Planning, & Media Relations.Elected Executive Board Chair of the East Tennessee Homeland Security Council, a sixteen county regional coalition.Appointed by the Tennessee Commissioner on Mental Health & Retardation to serve on the Criminal Justice Task Force.Served on Technology Working Group for the National Institute of Standards & Technology, developing "National Guidelines for Investigating Computer-Related Crime Scenes."Selected to serve as a panelist in a gang issues training program for the Tennessee Law Enforcement Training Academy.

Director of Planning & DevelopmentSupervised the activities of the Planning and Development Division.Government and interagency relations, serving as primary liaison to County Commission and other elected officials.Supervised the Office of Media Relations.Managed all grant funded program development, from funding source identification through project administration.Performed periodic operational analysis and review of agency activities.Selected to serve on statewide grant review panel for the Tennessee Office of Criminal Justice Programs, evaluating grant applications from peer law enforcement agencies from throughout the state.Coordinated new facility construction, working with programmers, architectural firms and department staff.
