Dyan Mae Cortez works at the intersection of human rights, technology, and inclusive grantmaking with a unique focus on countering surveillance and censorship in repressive environments.As a Program Manager at the Open Technology Fund (OTF), Dyan works to enable the research, development, and implementation of internet freedom technologies in authoritarian environments. Today, over 2 billion people use OTF-supported technology daily. More than two-thirds of all mobile users globally have technology incubated by OTF on their device. At OTF, Dyan supports the work of the Rapid Response Fund and the User Experience & Discovery Lab. The Rapid Response Fund supports high-risk human rights activists, civil society organizations, and journalists experiencing state-sponsored digital emergencies. The User Experience & Discovery Lab improves the user-experience design of internet freedom tools by helping projects better understand the needs of their user communities, and support them to make their tools usable and accessible to all.Dyan's professional interests encompass countering digital threats in Southeast Asia & the Pacific, funder coordination, and empowering feminist-led movements with comprehensive digital security support. Prior to OTF, Dyan worked extensively in international human rights advocacy and grantmaking, international reproductive rights, and privacy litigation support. She also regularly volunteers with the U.S. abortion access movement and Filipino-American and AAPI solidarity causes.Dyan also works part-time as a Production Manager for Righteous Fights Digital, a boutique digital storytelling agency for advocacy groups and non-profits, that was founded by her husband.For any specific questions about funding opportunities at OTF, please contact hello@opentech.fund.
