About Dylan Rexroth
My passion is helping others, plain and simple. Despite growing up in the working class, I was privileged to have a wealth of family, friends, and community that uplifted and supported me. However, far too few people have these same supports. I strive to ensure everyone has the resources to live dignified and fulfilling lives. Throughout my life, I have always felt called to service; this deep seeded desire to help others led me to gain expertise serving those in poverty through volunteering and working at various nonprofits in DC and my hometown of York, PA, engaging with issues of poverty, education disparities, and food insecurity. Coupled with my experience as a low-income college student, I began to see poverty through a personal and proximal lens. However, I found my true calling when I started working at Miriam's Kitchen (MK)—a DC nonprofit providing wraparound services to end chronic homelessness. Since then, I centered my education and professional experiences around housing, driven by an unwavering belief in housing first, housing as the way out of homelessness and poverty, and housing as a human right. My passion for housing grew as I conducted tenant-rights investigations/advocacy for the Housing Rights Initiative and interned in HUD's Office of Multifamily Housing.
Listed skills include Leadership, Writing, Policy Writing, Presentation Skills, and 24 others.

Economic Development Analyst
CurrentIn my current role contributing to Pennsylvania's $13B HOME Investment Partnerships Program, I evaluate and recommend applications, adhering to the program's scoring and risk assessment guidelines. Further, I provide technical assistance and address inquiries from grantees, contractors, and potential applicants regarding the HOME program. Additionally, I oversee a portfolio of 32 HOME contracts spanning 20 counties, monitoring their progression and compliance through regular review of monthly reports.
Assistant Program Manager
I was the assistant program manager for the Honey W. Nashman Center for Civic Engagement and Public Service’s SmartDC program, "a partnership with DC Public Schools and community-based organizations…committed to providing quality, one-on-one or group tutoring for K-8 students in Washington, DC," and its EngageDC program, where "GW students serve with one of nine partner community organizations in Washington, DC. Students work with the organization to address issues that build the organization’s capacity, expand the mission, or address infrastructure issues."Following the exit of two members of our four-person team, an Americorp VISTA and I, with the support of the Center's assistant director, stepped up to manage the program successfully for nine months. In my role, I mentored 17 reports, helping them set professional and personal goals, supervising their reports, and managing relationships with community partners. My management philosophy was grounded in identifying reports' strengths and passions and giving them the autonomy and support they needed to succeed.Due to enhanced recruitment efforts, our program exceeded its student recruitment goals, surpassing 2022's enrollment numbers by October. In nine months, 185 students contributed 10.5K hours in three states. I introduced data-driven initiatives to improve our program's diversity and strategy. Under my direction, the program began its first-ever targeted recruitment initiative, making a conscious and inclusive effort to reach students historically excluded from community service and reflect the experiences of our population served. Our team created a database to track contacts with minority-led organizations and prepared its first-ever demographic survey to measure success and identify weaknesses in our efforts. Further, I initiated the program's first-ever strategic planning process, creating a culture that prioritizes the engagement of stakeholders and data-based decision-making.
Senior Administrative Assistant
In addition to my role as Assistant Program Manager, I returned to the GWorld ID Card office for the 2023-2024 academic year, managing special projects to modernize their business operations and facilities. I also reprised my customer service role as needed to serve the over 100,000 members of the GW community holding GWorld cards. To comply with DC's Escheatment (unclaimed property) laws, in coordination with the University's Accounts Payable and Treasury Offices, I organized and managed contacts with over 500 students, faculty, and staff to issue refunds of money left in GWorld accounts. I collected and stored their information in Google Sheets, later reforming the data in line with a template CSV provided by Accounts Payables to speed up the refund process and ease the burden on their office. At that time, we were working to create a system to issue refunds to those living outside of the US.Other tasks included running reports in the CS Gold software to identify active and inactive card readers as the university prepared to overhaul its security systems.
Future Leaders In Public Service Intern
Through the Partnership for Public Service, I interned with HUD's Office of Multifamily Housing, serving in their Program Systems Management Office. In this role, I assisted with the rollout of the $1B Green Resilience Retrofit Program (GRRP) by ensuring compliance with federal regulations (e.g., Paperwork Reduction Act (PRA), Privacy Impact Assessments (PIA), etc.), developing user guides for internal users, applicants, awardees, and Multifamily Assessment Contractors (MACs), and providing recommendations to enhance the GRRP website. To aid in releasing HUD's new Case Management and Underwriting Tool, Project Greenlight, I drafted a system management plan, listing action items, assigning roles, and making timelines shared with members of three multifamily program offices, preventing duplication of work and creating task clarity. Administrative work I completed includes note-taking for absent staff members, scheduling a demo of Project Greenlight between system developers and executives, and preparing project updates for an internal newsletter. As a member of the Future Leaders in Public Service program, I was exposed to various mentorship programs and workshops on becoming an effective public servant in the federal government.
Community Engagement Team Leader
In 2020, the year before I became the Community Engagement Team Leader, the partnership between George Washington University and Miriam's Kitchen ended. I spent my first year in this role rebuilding the relationship from scratch. My work began rapidly recruiting 30+ volunteers in one month and narrowing the field to 10 final cohort members. Once my team was assembled, I conducted monthly cohort meetings on volunteer training, mission-setting, team building, professional development, and homelessness. A critical part of my work was serving on-site alongside my cohort members, performing food and clothing distribution for hundreds of unhoused clients. To maintain and strengthen the partnership in my second year, I coordinated across the university and Miriam’s Kitchen by managing volunteers, supplies, and information, creating dozens of new student volunteer opportunities such as grant writing and casework support, and generating over 200 pounds of clothing/shoe donations in one year. Since my tenure, the relationship between Miriam's Kitchen and GW has continued to grow, with even more ambitious projects on the horizon.
Research Intern
Shortly before my time with HRI, they filed a lawsuit on behalf of New York City tenants who faced source of income description. After reading through HRI's court filings and the judge's decision, I summarized relevant case law in plain language for members of the organization to read. I performed my research using Google Scholar. A core part of HRI's work is investigating source of income discrimination; I served as a tester who investigated rental properties to uncover and record evidence for use in their future cases. Additionally, I participated as a notetaker for New York housing nonprofit coalition meetings to discuss policies relevant to tenants' rights and community organizing strategies. When tenants approached the organization, I assessed their case, advising them of what laws their landlord violated and what actions they should take to remedy the situation and directing them to pro bono legal assistance organizations and federal, state, and local fair housing enforcement agencies. My supervisor trusted me to edit an op-ed by the nonprofit's executive director, making the writing more precise, clear, and persuasive. As HRI looked to grow its funding and partnerships, I verified and indexed the contact information of partner organizations and prospective foundations using search engines and Google Sheets.
Administrative Assistant
Through high-quality customer service, done in-person, on calls, and over email, I processed applications, answered questions, and solved problems related to access cards for a school of over 37,000 students and staff for the university’s ID card office (“The GWorld Card Office”). During periods of high customer volume (100+ patrons), I remained friendly and thorough. At the request of my supervisor, I participated in the hiring process of seven new employees and onboarded them, training them on office policies, culture, and relevant software. Working with a partner, I co-edited the office website to enhance accessibility and relevancy using Drupal 9. Using Excel and Google Sheets, I organized data across ten groups of incoming students and staff—totaling over 5,000 client profiles.
Community Engagement Assistant
After researching long-term unemployment, social capital, social inequities, and mentorship, I developed recommendations to enhance programs; I presented these recommendations to organizational leadership. Using my findings, I created memoranda distributed to staff and funders regarding data and demographics of the long-term unemployed to put the organization's mission into focus.
Intern
I managed the constituent engagement strategy for my state senator, including mass mailings and the organization of constituent data. To support the senator's legislative capacity, I developed background briefs and aided in drafting legislation for the member’s key issues. As needed, I completed administrative tasks such as filing, copying, and distributing correspondence.
