-Ensure all project budgets and commitments are allocated, recorded, monitored and controlled against appropriate AFE, WBS and CBS. -Prepare monthly project cost report including VOWD, Trends, Forecast at Completion Cost, Variance Analysis. -Monitor the process of overall project budget revisions, contingency drawdown and AFE revisions. -Liaise with contracts/procurement team in order to coordinate and follow the possible commercial variations, assess their cost impact and report on Project approved /pending and potential changes. -Prepare class 2/class 5 cost estimates for potential new opportunities/projects. -Issue monthly project EVM Earned Value reports including CPI, SPI, CV, and SV. -Review and approve contractor monthly invoices to ensure that the contractors are paid based on the progress / milestones achieved as per the contract. -Reconciliation of actual costs, from SAP, between Finance Ledger and the company Cost Database. -Develop an in-house cost control software including progress and earned value management (excel based) in order to implement adequate cost tracking system for the project. -Develop and maintain cost procedures: cost control procedure, invoicing procedure, accruals procedure, cash flow procedure, etc. -Monitor project resource requirement, Manpower Forecasting Ledger (MFL) and issue monthly KPIs report on time-writing. -Maintain central feedback and learning on cost controls from projects and contribute to updating of "Best Practices" in project support and cost contro
