I currently serve as the Chief Administrative Officer (CAO) for a precast concrete company with management and oversight responsibility for all administrative programs including Human Resources, Safety, Finance, IT Services, Finance, Audit, and Insurance programs.

I provided consultant services to USG contract companies with a focus on Background Investigations, Compliance, Leadership, Change Management, Process Enhancement, and Operations.

As the VP of Operations, I am responsible for day-to-day operations, process enhancements, change management, and interaction with private sector and public sector clients. My interaction with clients is to ensure contract compliance and customer needs are communicated and addressed.

Led 193 government personnel, 87 contract Personnel Security Specialists, forecast enterprise requirements, managed a $26 million annual operating budget, and provided data analysis and processing pursuant to background investigations used to determine suitability for employment and continued security clearance eligibility for all new employees and contractors.  Supports a range of scalable strategic initiatives including developing the annual enterprise strategy to conduct Suitability and Security Clearance Adjudications and collaboration with the Human Resource Division to establish and meet Annual Hiring Goals. Builds alliances and partnerships as the primary FBI liaison for the Personnel Security Program with numerous government and Private Sector Partners.  Identified as a Subject Matter Expert regarding the process of National Security Clearance background investigations currently representing the FBI on the Trusted Workforce 2.0 Advisory Group in concert with the Performance Accountability Council and numerous USIC partners to develop policy for the transformation of security clearance investigations through the Trusted Workforce 2.0 Initiative. Oversaw the implementation of analytic systems to develop reports measuring progress and demonstrating achievement of measurable strategic goals.  Proven ability to lead through change while serving as a Change Management Agent while coordinating and facilitating the strategic plan for the mass transfer of 241 Security Division personnel from the DC National Capital region to Huntsville, AL.  Over 10 years of experience setting and leading strategic development within a complex matrix environment which was driven by analytic data. Leveraged and developed reporting systems and data analysis to enhance and streamline background investigation processing which led to exceeding all FBI Hiring Goals in FY 2021 for the first time since the metric was tracked.

Led over 98 Special Agents, Intelligence Analysts, Security Specialists, and Professional Staff for all Administrative, Counterterrorism, Intelligence, Weapons of Mass Destruction, Audit, Finance, and Security Programs within the States of Utah, Idaho, and Montana consisting of 6.3 million residents. Coordinated partnerships with the US Intelligence Community, local law enforcement, and Department of Defense to conduct efforts to identify, disrupt, and neutralize both International and Domestic Terrorism threats. Rebuilt a failing security program after identifying administrative deficiencies and unaddressed risks. Served as the Chief Compliance Officer responsible for identifying area of risk, directing auditor analysis, and providing recommendations to mitigate risks across all operational programs. Provided oversight to all Administrative Programs including, Human Resources support of over 340 employees, financial management for a budget of $56 million, and provided oversight for all administrative inquiries (Office of Professional Responsibility) involving assigned personnel.

Served as the senior FBI official in 21 counties in Central Virginia responsible for all investigative programs operating from Resident Agency Offices in Charlottesville and Lynchburg, VA.Led, directed, and managed a squad of 10 Special Agents, three Professional Staff, and 14 Task Force Officers conducting counterterrorism, cyber, intelligence, and criminal investigations. Investigated and coordinated with the United States Attorney’s Office to successfully prosecute the second largest Racketeer Influence and Corrupt Organization (RICO) prosecution with the Western District of Virginia. Successfully resolved two serial killer cases which garnered national media attention. Supervised two Safe Streets and Gang Task Forces and two Joint Terrorism Task Forces with combined operational budgets over $1.5 million.

Conducted numerous Field Office inspections and Headquarters Program review. Conducted audits and evaluations leveraging Risk Based Managed assessments to ensure compliance with policies, procedures, and federal law. Prepared reports providing recommendations to identify and limit organizational risk.

Served as Program Manager for all FBI International Counterterrorism investigations involving terrorist use of the Internet with an operational budget of $42 million. Detailee to the CIA in Islamabad, Pakistan from 11/2007 to 01/2009. My assigned mission was to locate and disrupt Top Tier Al Qaeda subjects including Osama Bin Laden and Adam Gadahn. Awarded the FBI Star for injuries received and actions taken during a terrorist bombing in Islamabad and the FBI Director's Award for Technical Innovation.

Served as a Counterterrorism Agent on the North Texas Joint Terrorism Task Force, then assigned to conduct Complex Financial Crime, Civil Rights, and Human Trafficking matters. My final assignment prior to promotion was the Task Force Coordinator for the North Texas Human Trafficking Task Force.

Patrol Assigned area, respond to any public emergency, apprehend violators of the law, complete investigative reports, enforce motor vehicle laws, accident investigation, conduct misdemeanor and felony investigations, preserve and process crime scenes, maintain public relations, and conduct suspect, witness, and victim interviews. Served as an Acting Sergeant, Detective, and Field Training Officer.

Responsible for the care and welfare of a 30-soldier platoon, provide and oversee training, organize logistical support and supply, advise higher Infantry Officer command on movement and supply, conduct transportation supply operations, acted as Mobilization Officer, NBC Control Party Officer, and Unit Drug and Alcohol Control Officer. Attended Airborne School and Mountain Warfare School, NBC Control Party Course (Honor Graduate), received an Army Commendation and Army Achievement Medal.
