The Financial Systems Vulnerabilities Committee (renamed Financial Systems Risk Advisory Committee) was created to help the bank improve its approaches to preventing the flow of illicit finances through the bank. After successful external audit reports confirmed significant improvements in processes, structure and culture for managing financial crime risk, Financial Systems Risk Advisory Committee was dissolved in January 2019.

Taught a weekly seminar on foreign policy decision-making.

Led a Mission of 2,700 employees from 29 agencies to foster America’s relationship with a major partner on trade, investment, tourism, migration, law enforcement, border issues, and much more. Key Mission accomplishments included:-- Established the U.S.-Mexico High Level Economic Dialogue, the Mexico-U.S. Entrepreneurship and Innovation Council and new energy and environmental dialogues, while supporting creation of the U.S.-Mexico CEO dialogue, all of which are enhancing economic competitiveness. Trade, investment and tourism grew significantly; promoted successfully U.S. commercial interests.-- Initiated over 90 new programs under the $2.3 billion Merida Initiative to support Mexico’s justice and anti-crime reforms; improved law enforcement, security, defense, cross border and consular cooperation through new bilateral coordination mechanisms and protocols. Results included increased arrests of criminal bosses, reduced cross border violence, more defense purchases.-- Led growth of education cooperation through the new U.S.-Mexico Bilateral Forum on Higher Education, Innovation and Research, which resulted in doubling to over 30,000 the number of students and teachers who studied in the U.S. in 2014 and fostered over 50 new university partnerships. -- Expanded outreach to Mexican society. Mission Mexico was named the 2014 “Embassy to Watch” by the State Department for its wide-ranging public-private partnerships involving youth, sports, music and the environment, and in 2015, it was identified as one of three State Department "Gender Champions"​ for work on women's issues. Grew Facebook “likes” from 9,000 in 2011 to 960,000 by July, 2015. Delivered frequent speeches and published some ten op-eds a year. -- Received "Order of the Aztec Eagle"​ in 2015 from Mexico's President and Foreign Secretary as well as the Department of State's Charles E Cobb Jr. Award for Initiative and Success in Trade Development.

Served as Chief Operating Officer supervising Embassy sections, programs, agencies, and some two dozen field offices in an operation of over 1,000 employees. -- Liaised closely with government of Afghanistan and international military and civilian leadership, helping forge a joint U.S.-Afghan, civilian-military campaign plan.-- Received Secretary of Defense Medal for Meritorious Civilian Service and a Presidential Meritorious Service Award.

-- Improved coordination of over $4 billion in U.S. non-military assistance among U.S. civilian agencies and with the Afghan government, the U.S. military’s programs, and international aid agencies.-- Received the State Department's Cordell Hull Award for Economic Achievement by Senior Officers.

-- Promoted U.S. commercial interests, reflected in increased trade and tourism.-- Improved U.S. image through vigorous public diplomacy to overcome high levels of anti-Americanism.-- Built cooperation against drug trafficking and terrorism and on peacekeeping, human rights, and education. -- Strengthened significantly cooperation in fighting trafficking in persons.-- Received the Paul Wellstone Anti-Slavery Ambassador of the Year Award.

Worked with international partners and other agencies of the U.S. government on a vast set of international economic issues. Oversaw policy development and implementation on:Post-conflict assistance; Terrorist financing; Economic sanctions; Energy issues; Intellectual property issues; International development; Support for U.S. business on commercial issues; Trade and investment; International debt and Economic reform; International Transportation and Telecommunications. -- Played a lead role in organizing major international donor and reconstruction conferences. This included raising billions of dollars in contributions, working with various agencies, governments, companies & NGOs.-- Built international coalitions to block money flow to terrorists, working with the National Security Council and U.S. Treasury to place terrorists and their financiers under UN and U.S. sanctions. -- Helped guide negotiation of major debt relief and economic reform packages working with U.S. Treasury. -- Guided the State Department’s work with the Department of Commerce and the U.S. Trade Representative to support U.S. companies in commercial disputes around the world and to achieve U.S. goals in trade negotiations. -- Oversaw successful negotiations for "open skies"​ and other agreements benefiting the U.S. transportation, high-tech, and communications industries. -- Worked with the National Security Council, the U.S. Treasury and USAID on development policy issues, including establishment of the Millennium Challenge Corporation and U.S. G8 proposals.-- Served several terms as Chairman of the OECD’s “Executive Committee in Special Sessions,” and during 2005 served as Interim Undersecretary of State and Foreign Affairs “Sous-Sherpa” (negotiator) for the G8 process .-- Received the Department of State's Distinguished Honor Award and a Presidential Meritorious Service Award for service as Assistant Secretary.

Served as COO of the bureau. Responsibilities included guiding relations with the European Union, the OECD, and G8 process as well as overseeing work on economic and global issues, efforts to restitute Nazi-seized assets, and management and public diplomacy issues. -- Oversaw and guided organization of U.S.-EU summits every six months on a wide-range of transatlantic cooperation. -- Played a key role in building G8 consensus on managing the post-conflict situation surrounding Kosovo and in organizing the 1999 Stability Pact Summit in Sarajevo and negotiating the agreements reached. -- Received a Presidential Distinguished Service Award for work on Kosovo and the Stability Pact.

Worked to guide and deepen U.S. relations with the European Union, Canada, the UK, France, Italy, Spain and other nations. Oversaw Northern Ireland affairs, Jewish property restitution issues, G7 and P8 matters, the OECD and bureau management issues.

-- As the COO at the U.S. Mission, worked on all aspects of relations with the European Union and managed Mission operations. -- Helped conceptualize and negotiate the "New Transatlantic Agenda" which established the first framework for U.S.-EU cooperation across a wide range of economic, political, regional, law enforcement, and global issues. Received a State Department Superior Honor Award for this work.

Served in the office responsible for relations with Europe, Russia, Canada and NATO.-- Worked to enhance bilateral relations between the U.S. and nations of Western Europe as well as the European Community (as the European Union was called at the time). -- Helped facilitate U.S.-EC agreement on the Uruguay Trade Round; enabled a range of head of government visits, meetings, calls and other communications.

Led a team to facilitate cooperation against terrorism with other countries. Highlights include:-- developing a policy and program to counter Iraqi-supported terrorism during the first Iraq war; -- forging policy to respond to Iranian supported terrorism; and -- starting to build counter-terrorism cooperation with the Central Europe after the fall of the Iron Curtain.

Covered a wide range of international issues while based in the newspaper's Washington Bureau. Wrote some 200 articles; also was called upon to do radio reporting/commentary.
