- Oversee multiple high-impact PennDOT projects from initiation to completion.- Ensure that projects are executed in compliance with safety regulations, quality standards, and project specifications.- Monitor project progress, identifying and addressing potential issues or delays.- Work closely with subcontractors, contractors, department representatives, and other stakeholders to coordinate project activities.- Foster strong working relationships to facilitate effective communication and collaboration throughout the project lifecycle.- Develop and maintain project schedules, ensuring that work progresses as per the established timelines.- Modify the project by submitting Requests for Information (RFIs) as needed. Address changes and clarify project requirements, create as-built plans if necessary.- Implement necessary adjustments to the schedule to accommodate changing project requirements.- Prepare and file project-related paperwork, including permits, reports, and documentation required by PennDOT.- Maintain accurate records of project status, expenses, and other relevant data.- Attend project meetings and provide updates on the project's progress and performance.- Ensure that all project activities adhere to the proposed plans, specifications, publications, and contract special provisions.- Supervise project budgets, track expenses, and manage cost control effectively.- Identify potential project risks, develop risk mitigation strategies, and ensure projects are delivered on time and within budget.- Build and maintain strong client relationships, ensuring their needs and expectations are met.- Allocate resources efficiently, including personnel, equipment, and materials, to maximize productivity.- Effectively manage and communicate project changes to stakeholders, ensuring that project scope and objectives are adjusted as necessary.- Lead, motivate, and mentor project teams to ensure they work cohesively and deliver quality results.

* Prepare a complete set of highway plans and supplemental plans, project special provisions, and inputting data into ECMS required for processing PS&E package.* Determine applicable design criteria for assigned highway design projects.* Input project design data into the CE/EA Expert System for the Scoping Field View, Environmental Document, Categorical Exclusion, and/or Environmental Assessment documents.* Complete preliminary tasks such as but not limited to completing required fiscal documents, preparing Intent to Enter Letters, requesting survey, researching and/or requesting traffic counts and truck classification counts, requesting crash histories, researching legal right-of-way information, notification to utility companies, notification of local municipalities and legislators.* Establish line and grade, designing storm water systems, determining slope lines, designating proper types of guide rail and end treatments,* Prepare and Obtain approval for pavement design, safety review, design field view, design exception* Schedule required meetings such as but not limited to Scoping Field View, Design Field View* Monitor project costs and notify supervisor when action is required and prepare any required documentation needed to request and justify additional project funding.* Coordinate project design with various units within PENN DOT.* Prepare and obtain approval for Supplemental Plans such as but not limited to Pavement Marking and Signing, Traffic Control, Erosion and Sediment Pollution Control, and Traffic Signal Plans.* Compute construction item quantities and cost estimates and for inputting data into ECMS through the Auto Tab Program.* Prepare construction schedules.* Represents the Plans Engineer at public meetings, field views, court proceedings, and other functions as required.* Prepare a complete set of Right-of-Way Plans when they are required.* Research and plot deeds, determine required take locations, and compute areas.

* Inspects operations in placement of concrete for bridge piers and abutments to ensure compliance with laws, codes and regulations*Inspects installation of sewer and ditches to ensure that excavation of trenches is done safely and aligned properly, verify correct material is placed and shaped properly to bed the pipe*Inspects DMS Structures, ITS and traffic signal installation, contractor's operation in placement of reinforcement bars and girders, roadway excavation of all classes and grading, pile driving and project safety*Inspects erecting of steel to conform correct placement*Inspects placement of asphalt pavement, conform temperature for placement is correct, lift thickness follows standards, and the asphalt is properly compacted*Inspects contractor's method of placing concrete to reduce segregation, and the method of curing, conducts air content and slump tests, obtains cylinders for load tests*Inspects sidewalk, curbing, signs, guide railing, pavement markings, Maintenance and Protection of Traffic, highway lighting, fencing, crack sealing, joint filling, soil and erosion control*Conducts daily inspection of roadways to ensure compliance with customer’s project plans, drawings, standards, and specifications*Reviews plans, job specifications, contract special provisions, quantity distributions and location to aid with assigned projects and develop full understanding of the documents for site inspection*Generates daily project site assessment (PSA) reports to compile a detailed day to day progress of the project and performs data entry in Engineering and Construction Management System (ECMS)*Prepares detailed reports of findings and maintains daily logs of inspections and quantities documentation*Performs measurements of completed work to date and makes payments for work performed by contractor*Issues stop-work orders on projects that are hazardous or that fails to meet standards and propose appropriate plans that conform to regulations
