An experienced financial regulator with over 18 years of top level experience in a variety of banking and financial services roles. The first 8 years were spent as a banker in two of the most prestigious international banks (Standard Chartered Bank and Investcorp Bank) rising to the position of Financial Control Manager with the latter institution. After a short period with the country's stock exchange, this was followed by 11 years as a senior financial regulator at the Central Bank of Bahrain (CBB) (the single financial regulator of the Kingdom of Bahrain), holding the position of "Head of Regulatory Policy" and lately as the Director of Financial Institutions Supervision a position still held today.This combination of frontline experience in commercial banking and investment banking, as well as capital markets exposure, and more recently as a senior regulator of the entire financial sector has given Ebtisam comprehensive in-depth insight and expertise into all aspects of the banking and financial services industry, local and international, Islamic and conventional.One of only 7 director-level supervisors of the CBB – a very senior executive responsible for all supervisory, strategic and operational aspects of financial institutions in Bahrain. Responsible for developing and delivering financial institutions prudential policies for the Regulatory Policy of the CBB – the statutory body with responsibility for micro and macro prudential policy in Bahrain.Have in depth practical experience of Basel II & Basel III. This responsibility entails formulating, negotiating and implementing Bahrain national financial services policy relating to above-stated CBB licensees.

As Head of Regulatory Policy at CBB, I played an active role in administering & progressing regulatory policy matters in the financial sector, including having managerial responsibility for the conduct of all mandatory industry consultations. I have lead several interactive working groups with conventional and Islamic banks, on the Basel accords including presiding over the extensive consultation process with industry. Another critical area of my work was formulating policy for deposit protection in Bahrain pursuant to the Kingdom's Deposit and Unrestricted Investment Account Protection Scheme. I was responsible for incorporating BIS compensation principles, operational and credit risk management principles, consolidated supervision principles into the CBB Rulebook. In the Islamic banking industry, I have expert understanding of the guidelines issued by the IFSB such as the Revised Capital Rule for Islamic Banks (Basel III equivalent). I represented the CBB in several policy drafting committees at the IFSB such as the business conduct working group.Other areas I lead the policy formulation process include: incorporating the Kingdom's Code of Corporate Governance into the CBB Rulebook, offering of securities rules, closed-out netting regulation, business conduct rules, disclosure rules, the controllers' & the licensing regulations. I took the lead role in discussing and negotiating all these regulations with the Government's lawyers (at the Opinion and Legislative Commission). I frequently meet and correspond with leading CEOs and financial institutions, foreign central banks and regulators. I have been the CBB's (and hence the Kingdom's) representative at many high-profile overseas meetings such as the International Conference of Banking Supervisors organised by the BIS and meetings held by the FSI in Basel and elsewhere, the World Bank in Washington DC, IFSB , Banque de France, the Toronto Centre, the Arab Monetary Fund and the GCC Secretariat General.
