Led the directorate for classified national level intelligence, surveillance, and reconnaissance (ISR) technology transition and acquisition unit consisting of 8,800 personnel at 10 major research sites, with an annual budget of over $2 billion. Discovered, developed, integrated, and delivered revolutionary technology. Provided leading edge warfighting capabilities; guided worldwide partnership of government, industry, and academia.

Orchestrated interaction between user, acquisition, and research and development lab communities. Developed automated tools for sharing of information between these groups; facilitated refinement of lab programs to better suit future requirements. Increased user awareness of “realm-of-the-possible.” Prepared the System Procurement Office for smooth integration of technology into programs as it became available.

Provided essential communications and administrative support to the Coalition Task Force of 1,400 members from three countries, including management of staff correspondence and commander’s daily schedule.

Developed and coordinated Information Warfare and Command and Control Warfare capabilities with Joint Chiefs of Staff, Unified Combatant Commands, Air Force Major Commands, and Air Component Commanders. Directed interactions between these Combatant Commands and the Air Force Information Warfare Center in the development, implementation, and employment of operational concepts, tactics, training, planning, and exercise support for emerging warfighting capabilities. Key directorate liaison to Air Force, Joint staff, and industry to facilitate transitioning technology from the laboratory to the field.

Led team of 32 engineers and computer scientists responsible for research, design, development, and deployment of sensitive countermeasures of critical USAF networks and computer systems. Responsible for cost, schedule and performance on two critical Information warfare network intrusion as well as the development of special countermeasures that were designed on an as needed basis to fulfill mission requirements.
