Participates in developing policy and strategic plans. Manages operations by directing and coordinating activities consistent with established goals, objectives and policies. Led the 30-person Washington, DC-area group that was responsible for defense research and development contract performance where the tasks involved engineering, software development or operations analysis of complex classified defense problems. Responsible for both maintenance of current business base, quality of product and service delivered to the client, and new business development.

Led the HQ U.S. Air Force Studies and Analyses Division responsible for conducting studies for the Chief of Staff and Secretary of the Air Force and others in Air Force leadership positions to aid in their decision-making regarding new Air Force weapon systems and alternative Air Force war plan strategies and tactics.
