Responsible for an effective transition of logistics operations from peacetime or planning activities to monitoring, assessing, planning, and directing logistics operations throughout a Theater of Operations (e.g., Iraq or Afghanistan) The primary role is to support the Joint Force Commander in achieving situational awareness in order to make decisions and disseminate and execute directives. Maintaining situational awareness requires maintaining visibility over the status and location of resources, over the current and future requirements US Joint and Coalition forces, and over the joint and component processes that deliver support to the joint force. In order to provide this visibility, timely and accurate data and information arerequired. The J4 will oversee proper planning, coordination, synchronizing and resourcing of core logistics functions: supply, maintenance, deployment and distribution, healthservices (HS), logistic services, engineering, and operational contract support (OCS) in support of Geographic Combatant Command (4 Star Level) military operations.

TSC Commander provides mission command and operational-level sustainment support to an Army, joint or multinational force in support of unified land operations. The TSC Commander provides centralized mission command and decentralized operations throughout the theater in order for Army forces to sustain unified land operations.

Integrates Strategic Army logistics functions in support of Defense Planning Guidance and the National Military Strategy to sustain Army Forces supporting Global Combatant Commanders. Coordinates Army planning, programming and policy implementation across the strategic logistics enterprise. Synchronizes Army Logistics capability during crisis action planning and contingency operations. Provides program oversight and operational integration of strategic mobility capabilities, Army prepositioned stocks, and global transportation requirements. Provides strategic risk assessment and readiness reporting to Joint OSD Staff IAW USC Title 10.
