    Recently retired, last assignment, Major Crimes Unit/Auto Theft conducting vehicle theft investigations. I have spent a majority of my time conducting Cargo Theft investigations and recovery operations involving the theft of semi-tractors, trailers, and cargo. This assignment entails managing numerous offenses, contacting complainants, witnesses, and suspects to ensure the documentation is accurate and entered in a timely manner to expedite the recovery of their vehicles and the targeted cargo. I have been involved with the supply chain and retail industries acting as a liaison to develop intelligence and acquire resources to conduct complex investigations tracking cargo theft suspects. In an effort to target the criminal organizations involved in cargo theft, I have been involved in developing sources of intelligence, covert tracking/surveillance, and undercover operations. During development of the undercover operations, I have worked with the District Attorneys office and Texas DPS to develop protocol to conduct Bait trailer ops and reverse stings attempting to purchase cargo shipments from rogue drivers. Ongoing projects involve developing a cargo theft profile, identifying suspects, locations, and mode of operations involved in cargo thefts from the point of manufacture to distribution of the contraband in fencing operations. I have received specialized training from Texas DPS in vehicle identification and received a CDL to conduct covert ops utilizing a semi tractor. Prior to being assigned to conduct cargo theft investigations, my assignment was to assist in the maintenance, installation of equipment, and deployment of Bait Car vehicles.

    Previously, I was assigned to the Public Integrity Unit conducting criminal investigations involving all City of Dallas employees including police and fire. These investigations cover a wide range of offenses including Criminal Mischief, Theft, Assault, Narcotic violations, Official Oppression, Misuse of Government Documents, Bribery, Perjury, Solicitation for Murder, and Organized Crime. Due to the sensitive nature of these investigations they are monitored continuously by ranking members of the department, the district attorney’s office, and the media. These investigations entail extensive research and documentation, obtained discreetly and in a timely manner. While conducting investigations I have found the contacts and resources I have developed with local, state, federal agencies as well as the private sector from my prior experiences having been instrumental in the successful conclusion of the investigations. I have voluntarily taken on the collateral duties of Tech Liaison and Fleet Management having inventoried, updated, acquired, installed, and maintained equipment, as well as develop training for technical equipment utilized by the unit. This responsibility also included assisting with the Narcotic Tech Unit and Police Computer/ Technology Unit conducting covert camera, GPS tracking, and keystroke tracking software development and installation, for conducting surveillance operations.

    Between 1996 and 2007, I was assigned to the Narcotics Division attached to the DEA/DFW Airport Federal Task Force. My assignment involved developing narcotic interdiction cases, working with representatives of the airline, freight, hotel industries, and other transportation modes. Interdiction involves building relationships with these representatives in order to draw on their expertise in their respective fields. Intelligence we receive regarding suspicious characteristics is investigated for criminal activity and disseminated or presented for federal or state prosecution. While investigating these cases I have developed contacts with law enforcement agencies and state/federal prosecutors, locally as well as nationally to develop these cases to there fullest extent. Since 9/11 redefined interdiction at DFW Airport I was involved in developing a intelligence network between local and federal law enforcement agencies at DFW to encourage greater cooperation and share resources to identify suspicious activity related to drug activity and terrorism. Prior to being assigned to the DEA/DFW Federal Task Force, my assignments included Lovefield Task Force, conducting hotel and transportation interdiction cases, and Clandestine Lab Task Force.I received certification from DEA and DPS regarding clandestine lab investigations and processing of lab crime scenes. I received certification from Texas DPS chemist regarding undercover operations, manufacturing methamphetamine. I received the TCLEOSE Basic Instructors certification and developed in-service training at the Dallas Police Academy for officers safety related to clandestine labs, as well as teaching at Texas A&M University, Undercover Operations involving clandestine labs. In 1988, I was promoted from Central Patrol Deployment Unit conducting burglary/ theft recoveries to Narcotics. I was assigned to a squad targeting street level narcotic traffickers utilizing: undercover buys, informants, and surveillance.
