Ed McClellan is a partner in the firm’s Tax and Public Policy and Government Affairs Practice Groups. Prior to joining Covington, Ed served as Tax Counsel for the U.S. Senate Finance Committee and as a Senior Policy and Technical Advisor to two Chairmen of the committee. He has has over 35 years of experience in tax policy and technical tax analysis. Ed advises clients across a wide range of industries on legislation relating to international taxation, domestic corporate taxation, corporate integration, redomiciliations, financial services, capital gains, dividend taxation, financial products, REITS, pass-throughs, and accounting methods.

Specialized in assisting clients - including multinational corporations, associations and business coalitions - in the development and implementation of strategies to address proposed changes in tax legislation, regulations and rulings.

Partner in the Legislative and Public Policy and Federal Income Tax groups.

As Tax Counsel to the US Senate Committee on Finance, I served as a senior policy and technical advisor on tax issues to two chairmen of the Committee, Senator Chuck Grassley and the late Senator Bill Roth. I was responsible for developing legislation relating to international taxation, domestic corporate taxation, financial services, capital gains, dividend taxation, tax shelters, financial products, and accounting methods.
