    I lead a team of Elysium Industries experienced reactor designers with over 300 reactor design years of experience. Elysium is designing a Molten Chloride Salt Fast Reactor (EMSR) to provide lower construction and operation cost, higher efficiency electricity and process heat to improve the access to electricity at a lower cost, but with passive safety. The Elysium can be started with nuclear waste from Spent Nuclear Fuel (SNF) and Plutonium, which reduces fuel cost but eliminates SNF waste and weapons plutonium, improving proliferation resistance. Fuel conversion is done in a low cost and proliferation resistant process at 1/10 the cost of the IFR pyro-processing method for IFR/PRISM, which is 1/10 the cost of the PUREX process the world standard fuel recycling method. Actinides are converted and put in the MCSFR, but are never removed, unless fuel is required to start another MCSFR. To make fuel to start a new MCSFR, the reactor can be operated as a positive breeder reactor. The extra fuel is simply discharged, stored, and shipped to the new reactor without any separations. All uranium, plutonium, minor actinides, and soluble fission products remain in this fuel, so it is completely proliferation resistant.It is Elysium's goal to allow islanded operation of the MCSFR during blackout events, to more rapidly reestablish the electrical grid, and supply power to emergency response teams for faster emergency service. Elysium's team comes from designing submarines, where loss of power could mean loss of submarine and crew. Continuity of power is crucial, so we are confident we can provide continuous reactor operation.This MCSFR can supply lower cost, blackout power, passively safe power, while consuming both SNF and WGPu waste. This brings up the question: Is this a Generation IV reactor or is the passively safe, blackout power and not only a closed fuel cycle, but a fuel cycle that closes older reactor's fuel cycles, a Generation V Reactor?
