Serving alongside each of the individual UNC System constituent institutions to help ensure all are current with, and stay abreast of, national best practices and federal rules and regulations related to the Clery Act, campus safety, and emergency management. Provides guidance and serves as a resource in areas such as data collection/reporting, policy development, Annual Security and Fire Reports (ASFRs), and Campus Security Authorities (CSAs).Responsible for the coordination and facilitation of system-wide training of Clery compliance officers, campus law enforcement, emergency management, environmental health and safety, behavioral threat assessment teams, protection of minors, and other parties with responsibility for the safety and welfare of students, faculty, and staff.

Provide multi-day instruction on compliance with The Jeanne Clery Crime Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), Violence Against Women's Act (VAWA), Drug Free Schools and Communities Act (DFSCA), and Title IX for campus police, public safety, and other campus leadership personnel across the country.Consulted on the development of the curriculum taught above as well as related web-based and other video training materials.

Oversaw UNC Chapel Hill's compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, Violence Against Women Reauthorization Act (VAWA), and associated regulations. Provided leadership and collaborated with various offices throughout the University. Responsible for interpreting the Clery Act and developing policies and procedures that resulted in accuracy and compliance with all Clery and VAWA provisions.Responsible for Police records management and for maintaining and reporting various statistical data as required under the Clery Act. Additionally, reviewed UNC Chapel Hill Department of Public Safety incident reports as well as those of local law enforcement to correctly classify them per the Clery Handbook, UCR-1, the National Incident Based Reporting System (“NIBRS”), and NC General Statues.

Responsible for devising and drafting policies, procedures, and operational directives to govern the overall safety, security and emergency preparedness of a State college with an average enrollment of almost 67,000 FTE's spread over ten separate campuses and learning centers. Drafted, edited, and/or revised the College's Continuity of Operations Plan (COOP), Comprehensive Emergency Management Plan (CEMP), and Severe Weather Plan (SWP). Drafted and published the 2012, 2013, and 2014 Annual Security Reports required under the Jeanne Clery Act. Responsible for formulating and implementing the College’s Campus Security Authority (CSA) program. Re-designed and managed the Campus Safety website. Served on Emergency Management Team Committee, Health, Safety and Security Committee, and Police Services Operational Committee. Sat on Budget Development and Amendment Process FAST team and served as Chair for the Classroom Emergency Communications Working Group.

Wrote and implemented over 60 new policies and procedures to better ensure the safety and security of a multi-million dollar internationally known church complex that includes a primary and secondary school, a nationally-accredited seminary, radio and television studios, as well as three international mission organizations. Responsible for training, equipping, and overseeing an eight-man security team. Formulated and maintained a budget of over $190,000 and coordinated with off-duty police officers and city officials for special events. Designed comprehensive security upgrades that addressed an antiquated system no longer able to cope with the challenges the five-acre campus presented. Negotiated and supervised installation of those upgrades by contracted vendors.

81mm and 60mm Mortar Gun Leader: Responsible for overall performance of gun team; establishing and executing training initiatives. Drafted over a dozen Standard Operational Procedures (SOPs) to better enhance mortar training.

Responsible for planning and executing over 100 combat patrols. Supervised Vehicle Search, Personnel Search, and Front Gate security activities to include attaining viable intelligence and the apprehension of enemy subversives. Served as 'in-route recorder' on combat patrols. Responsible for the collection and dissemination of all intelligence gathered. Drafted over 40 intelligence briefs and findings.

Responsible for training and development of squad members to include basic and advanced soldiering skills, maintain proficiency in mortar gunnery skills, and preparation for overseas deployment. Executed cross-training initiatives for all non-qualified platoon members to become proficient mortar gunners.
