He is an experienced program manager of operational and development programs and has comprehensive experience in: Program Management, Proposal Management, System Engineering, Architecture Design, Hardware & Software Design/Development, Personnel Management, Contract Management, Schedule and Risk Management, Requirements Definition and Requirement Verification Reports (Evidence Collection), ILS Depot Initiation and Operations, Operations and Maintenance, Integration and Test, and Configuration Management.Mr. Rose’s systems engineering experience includes the requirement definition for the STSS ground segment including hardware and software requirements flow downs and the corresponding tests and requirement verification reports. He did the same for the Modular Dissemination System (MDS) and the NIMA Library (NL) programs; MDS dealt with the compression, distribution and expansion of imagery and NL was the storage/retrieval and dissemination of data. He has led Red Team project and proposal reviews. Mr. Rose managed Milstar Payload software developers, worked on the Strategic Air Command’s AUTODIN interface (SATIN), and then transitioned to Ground Station development for satellite systems: TDRSS, classified systems, and STSS (HEOs, GEOs and LEOs). He is currently using CMMI Level 5 development practices on STSS.

    National Imagery and Mapping Agency (NIMA) Library 09/1997-04/1998 TRW/NG was a subcontractor on this program to GD. Worked on the proposal for this program in parallel with the program that follows below (MDS). Transitioned from being the program manager of MDS to program manager of NL when this program was awarded in September of 1997. Coordination efforts were needed to feed the image processing algorithms into the NIMA Library system. Once the program was up and running, my responsibilities transferred to the SBIRS Low PDRR proposal. Modular Dissemination System (MDS) 06/1994-08/1997 This program took imagery and disseminated it throughout the world. Initially transitioned into the MDS program as the IPT lead for the software, however, as this program was very dynamic and the software and hardware designs impacted each other significantly, subsequently promoted to program manager. The initial phase of the program included demonstrating that we could create and run the four types of existing Receive Element (RE) systems. Once we proved this, the program moved into low rate initial production (LRIP) of the most optimal of the four REs. The system consisted of two racks of hardware which had to meet critical survivability requirements. Installed nine systems around the world including five on aircraft carriers and four at land installations. These systems were used operationally. To support these operational systems, the program created a 24/7 MDS depot. The delivered systems were kitted with a full set of spares to meet the reliability requirements. Special methods necessary for real time delivery of upgrades were created and documented to ensure reliability requirements in operation. Acquired responsibility for all aspects of this program, including: architecture, requirements, development, sell off, deployment, as well as all of the management activities of reporting both internally and externally.
