This instruction provided Program Managers with the necessary information to find and incorporate DOD instructions available to apply Obsolescence techniques to their programs thus avoiding deteriorating operation and maintenance support.Also expanded this task to develop a training curriculum concerning all aspects of incorporating Obsolescence in design and procurement contracts.Developed Cost of Ownership Data Tables for Lakehurst Program Managers consisting of systems and system components that are showing signs of degradation causing excessive failures and high cost of ownership. Also provided data for re-design improvements with Return on Investment.
