Ed recently joined the Washington-based public affairs firm McAllister & Quinn after 15 years of public service as a staff member in the United States Congress, and will serve as the firm’s Vice President and General Counsel. As a Vice President at McAllister and Quinn, Ed provides an array of consulting services in areas such as federal grants and research funding, foundation support, public-private and international partnerships and institution-wide strategic projects. As the firm's General Counsel, Ed provides the firm's managing partners with advice on legal matters and manages the work of outside counsel.

As State Director, Ed served as the Senator’s top staff member in Pennsylvania. He oversaw seven statewide offices and approximately 22 staff members. In the Senior Counsel role, Ed advised the Senator on an array of constitutional, legal, public policy and political matters affecting Pennsylvania.

In the role of Senior Counsel, Ed advised the Senator on the legal implications of selected legislation. Ed also prepared briefing materials summarizing Supreme Court opinions and their implications for Pennsylvania. Ed also provided guidance to staff on select legal questions and research and analyzed legal matters. In this role, Ed also continued to oversee all issues related to the federal appropriations process.

As Senator Casey's Appropriations Director, Ed was responsible for assisting the Senator in securing federal funding for key projects and initiatives in Pennsylvania. Ed also advised the Senator on policy issues related to the federal budget process and made recommendations to the Senator on how to address those issues.

In this role, Ed monitored federal budgetary proceedings in order to secure funding through the congressionalappropriations process for initiatives of prime importance to Congressman Kanjorski. Ed also managed high priority economic development projects in Pennsylvania's 11th Congressional district and created and distributed several guides to various federal grant programs for use by constituents.

In this role, Ed managed all issues related to constituent mail for Congressman Kanjorski.

In this role, Ed conducted short-term, high priority projects for the Director of the America Reads Challenge. Ed also monitored and compiled media reports on early childhood development and literacy research. Finally, Ed researched various educational issues in an effort to keep staff informed of the latest developments in the field.
