APX is the largest provider of independent transaction services for scheduling and paying for electric power in the US. Dr. Cazalet conceived the business opportunity, designed the power scheduling, trading and settlements technology, created a 24x7 operations center to deploy the technology and services, obtained regulatory approvals, and raised $66 million in investment capital in three rounds. He successfully led the company into diverse power scheduling and exchange related businesses in North America, Europe and Asia with over 100 highly competent professionals. Dr. Cazalet resigned from APX in 2002 and continued to serve as a member of the APX Board of Directors until 2004.

    As consultant to Bonneville Power Administration and several other electric utilities, Dr. Cazalet developed the Power Market Decision Analysis Model (PMDAM) to simulate hourly power markets and forward capacity planning over horizons up to 20 years and covering all power plants and transmission lines over the Western American continent. This advanced model was used for many years by BPA for analysis of complex capacity energy exchange contracts with California and Southwest Utilities, transmission planning, resource acquisition, and rate case pricing. He sold this modeling system to Electronic Data Systems (EDS) where it was expanded to other regions of the US and it was also in operation for ten years as a major analysis tool for many US power companies. BPA used this PMDAM model for its cost benefit analysis of the INDEGO RTO that preceded RTO West.
