Oversight of USMC Okinawa Consolidation Program which includes 180+ capital construction projects to support relocation of support facilities

Defense Policy Review Initiative (DPRI) Aviation Combat Element (ACE) Program Coordinator, -Supports III Marine Expeditionary Force (MEF) on all 1st Marine Aircraft Wing (1st MAW) DPRI related issues, requirements, and programs pertaining to 1st MAW facilities, training, and support requirements. These activities include planning, directing and coordinating aviation functions and activities. -Serves as the principal advisor to the III MEF G-5 for accomplishment of 1st MAW Distributive Laydown projects and efforts. -Acts as liaison and coordinator between III MEF, 1st MAW and MARFORPAC on all activities involving the location, planning and construction of aviation facilities throughout the Western Pacific Region. -Performs critical program review and analysis integrating the HQMC Annual Aviation Plan and DPRI initiatives across a broad spectrum of command relocation issues such as impacts aviation and the utilization of aircraft have on the surrounding environment and community. -Conducts analysis and provides SME input for design, site surveys, facilities planning, airspace and airfield planning and scheduling, host nation affairs, facility cost benefit analysis, budget planning, construction design and building coordination, acquisition support and management of contractor/government analysis and studies in support of the Gen5 aircraft. -Prepares facility planning documents, including bed-down or Stationing Packages, Basic Facility Requirements, DD1390s, DD1391, NEPA Documentation, Market Surveys, Economic Analysis, and Plan of Action and Milestones.

P&L manager responsible for construction program that includes ten ANSF (AFCEC and USACE CPFF & FFP) projects located throughout Afghanistan. Serve as advisor to project managers to ensure effective, efficient project delivery, FAR compliance and prompt, complete contract and subcontract actions. Provide oversight of and guidance to program functional managers (Design, Project Controls, Procurement, Security, etc.) and Program Management Office staff in support of project teams. Maintain client relationships. Responsible for delivery of program/project staffing, administrative services, logistics, security and life support for all in-country personnel

Served as the Chief, Programs Branch for the Afghanistan National Security Forces program; developed an execution strategy for the FY10 and FY11 programs and distributed work to the various execution agents. Acted as the single Program POC between USFOR-A, CSTC-A and the execution agents. Provided division level oversight of the execution agents. Managed the USFOR-A/USACE database for construction program schedule and budget. Chaired the CSTC-A MoD Facilities User Working Group.
