The CONUS Support Base Services, JBLM contract provides all management, administration, supplies, and labor necessary to augment, enhance, or expand the Garrison capability and/or capacity to support the mobilization, deployment, redeployment, and demobilization, (Power Projection Platform (PPP) mission of Joint Base Lewis-McChord (JBLM), Washington. This work may include, but is not limited to, the full spectrum of CSBS master contract services. These services range from full service operation and maintenance of Government owned/leased – Contractor operated facilities; to providing temporary labor individuals (including, but not limited to, professional, technical, administrative, or general) to enhance the Garrison task areas of Plans, Training, Mobilization, Security, Human Resources, Material Management and Supply, Services, Movements, Equipment Readiness and Maintenance, Billeting and Facilities, and Information Management.

As well as managing the day to day operations of the Army’s human resource policies and human relations programs, he chaired many strategic planning groups responsible for the development and implementation of critical prevention and response programs and training being executed across the Army.

Fort Jackson, South Carolina

As the Fort Jackson Garrison Commander, COL Stephens supervised all installation management operations for a post consisting of 52,000 acres, more than 100 ranges and field training sites and nearly 1200 permanent structures. With a limited budget of $150 million, he significantly improved the installation infrastructure and delivery of services. In this position, he directed the mobilization and demobilization of numerous active and reserve component units and over 1200 individual mobilization augmentees.

His staff developed and published strategic policies and operational plans governing deployment, reintegration and well-being programs supporting Soldiers, Civilians and Families. Additionally, he was the Director of the command Crisis Action Team responsible for deployment/redeployment and operations across the Balkans, Turkey and Israel in direct support of Southwest Asia combat theaters of operations.
