Mr. Elrahal is an experienced Chief of Party (COP) for USAID funded energy, trade, and economic governance programs with over 30 years of professional experience including managing large and complex international projects in difficult environments. He is currently the Chief of Party for the USAID Libya Expanded Partnerships for Institutional Capacity (EPIC) activity. Prior to his current position he was the Chief of Party of the USAID Bangladesh Advancing Development and Growth Through Energy Project (BADGE) activity. His USAID experience include COP roles for the Afghanistan Economic Governance Project (AEGP), the Trade and Accession Facilitation for Afghanistan (TAFA) project, the Libya Public Finance Project (LPFM) and the current BADGE project. His In-country experience include Afghanistan, Egypt, Libya, Saudi Arabia, Tunisia, Turkey, and United Arab EmiratesMr. Elrahal prior experience includes work at the US Company Duke Energy Corporation, one of the world's largest energy companies, and the largest electric utility in the United States. In his work at Duke, he held positions of increasing responsibilities in all aspects of the electric operations, including electric generation, distribution, transmission, customer service, rate design and regulatory affairs. From 2006-2009 the Middle East and North Africa managing director for Galveston LNG, a Canadian company developing Liquefied Natural Gas (LNG) liquefactions and re-gasification assets worldwide. In this position, he managed projects and agreements with Governments, private entities, and individual shareholders from Qatar, Abu Dhabi, Oman, Saudi Arabia, Canada, and the US.
