Acted as Lead Architect responsible for repositioning Canada Savings Bonds operations to a customer-focused organization. Directed multiple projects, notably the complete process re-engineering of the Canada Savings Bonds Payroll Savings Plan; the implementation of a multi-channel customer contact centre; the development and implementation of an integrated customer service strategy; and led the organizational design and change management activities associated with these programs. Recommended organizational design options and applied existing organizational policies; Evaluated and advised on the use of Business Intelligence and the flow of information between participating employers, purchasers, financial institutions and the CSB organization at the Bank of Canada and Department of Finance. The NCPS Project was delivered on time and slightly under budget and received a GTEC Gold Medal; Directed the Customer Service Strategy & Implementation for a client base of 5 million CSB holders and 15,000 employers participating in Payroll Savings Plan; Produced an information management plan that effectively supported decision making, including a performance measurement framework, dashboard and annual report aligned with the strategic plan of the business; Developed IT-intensive customer-care strategy for CSBs; prepared detailed business cases to support multi-million dollar funding requests; Designed, developed and implemented quality management program at Bank of Canada, including development of management accountability framework, outcomes- based performance management measures and benchmarking of key processes, led the organization to Level 3 in NQI Progressive Excellence Program and top-quartile Customer Contact Centre; Built and sustained partner relationships, including strategic outsourcing with numerous suppliers of technological and business services.
