As Special Policy Advisor to NAPABA, the nation's largest AANHPI membership organization representing the interests of 80,000 AAPI lawyers, judges, legal academics, and law students, I help guide the organization's leadership and membership through the design, development, and advancement of policies that support NAPABA’s strategic goals. I work with NAPABA's affiliates, organizational allies, and executive branch, and congressional offices to amplify NAPABA's role as the national voice for AAPI legal professionals in our mission to combat hate crimes, discrimination and anti-immigrant sentiment, to increase diversity in the judiciary, and promote the professional development of people of color in the legal profession.

Advised Departmental and Bureau leadership on responding to congressional and other oversightinquiries. Conducted fact-finding and drafting of responses to congressional requests; oversawextensive document review and production; prepared senior departmental officials forappearances before congressional committees performing investigations or other oversight intodepartmental operations and programs. Conducted administrative inquiries on behalf of theOffice of Inspector General to resolve allegations of misconduct by department employees.Advised bureaus on responding to OIG and GAO audits and investigations.

Supported the Director and Deputy Director of FinCEN in all aspects of the daily management ofthe Bureau and its mission to safeguard the United States financial system from illicit financing,money laundering and the financing of terrorism. Provided leadership support for each of theBureau’s six operating divisions including on policy analysis, enforcement matters, hiring, budgetoversight, congressional responses, and interaction with Treasury leadership offices and otherbureaus.

Served as liaison to Congress with focus on criminal justice issues, including human rights, human trafficking, international money laundering, financial fraud, transnational crime, tribal issues, and forensic sciences. Advised various components of the Justice Department on advancing legislative priorities and responses to Congressional oversight. Coordinate and oversee preparation of Department witnesses for Congressional hearings, briefings and other meetings. Coordinate with a variety of agencies on presenting unified Administration positions on legislation. Prepare Presidential nominees for Senate confirmation.

Provided policy guidance on criminal enforcement issues including on assetforfeiture reform. Oversaw responses to congressional, OIG, and other oversight inquiries thatimplicated Criminal Division equities. Drafted speeches and other public remarks for theAssistant Attorney General and other Division leaders. Represented the Criminal Division invarious intra-Departmental settings. Provided support for the day-to-day management of theDivision.

Represented the United States in civil, criminal and administrative proceedings against personswho participated in genocide, crimes against humanity and Nazi persecution. Developed casesand managed investigations against suspected human rights violators in coordination with theDepartment of Homeland Security. Traveled across the United States and abroad to collectevidence and conduct interviews of witnesses and suspects. Represented DOJ interests ininter-agency efforts to remove human rights violators from the United States. Drafted briefsand represented the United States in appellate proceedings.

Monitored war crimes trials including that of Slobodan Milosevic, reported on evidentiary andother legal developments, explained and commented on trial progress to media; worked withCongressional staffers on international justice issues. Worked with Balkan NGOs onpromotion of ICTY. Researched economic links to rights abuses in Sudan and media issues inCroatia. From January to September 2000 and during the summer of 2001, served as programassociate working on establishment of Cambodia tribunal and Balkan war crimes suspectapprehension issues.

Represented Government of Guyana in maritime boundary dispute before InternationalTribunal for the Law of the Sea (arbitral panel). Responsible for investigation anddevelopment of facts, including travel to Guyana to conduct witness interviews and historicaldocument collection in government archives; conducted legal research on questions involvingthe UN Convention on the Law of the Sea and the UN Charter. Supervised experts.Represented a Big Four accounting firm in multi-district securities fraud litigation and relatedSecurities and Exchange Commission investigation. Represented a leading medical technologycompany in a contract dispute with its international supplier; responsible for fact developmentand management of discovery process. Won an arbitral award on behalf of a group ofexecutives in a contract dispute with an international conglomerate. Advised corporations onsocially responsible practices and compliance with international human rights standards.
