Developing and piloting a model to improve organizational performance and achieve development results through synergies of key interventions including goals setting, upskilling & reskilling, recognition of digital badges, motivation and incentives, and an enabling work environment for continuous learning, monitoring, evaluation, and sustained improvement of capacity development.

• Initiated, led and managed the IDBx Program, the IDB training initiative in edX. From 2014 to 2019 we delivered 132 Massive Online Open Courses (MOOCs) and Small Private Online Courses (SPOCs) in Spanish, English, Portuguese and French (including new and re-run editions), which attracted 1.12 million enrollments, 85% of them from countries in Latin America and the Caribbean. Active participants reported a high level of satisfaction at the end of the courses (4.56 out of 5.0), in terms of achievement of learning objectives; sufficiency, appropriateness, relevance, currency of content, and quality of learning resources and activities. Surveys sent 6-months or more after the end of courses showed very positive learning outcomes and impacts in academic and work performance of participants. For more info about IDBx program’s outcomes and impacts see links to recent publications below.• Developed a series of tutor-led SPOCs to strengthen the capacity of selected teams of public sector employees in national institutions and sub-national governments on key development topics (Project Management for Results in Sub-National Governments, and Early Childhood Development, among others). • Designed / contributed, implemented, and evaluated knowledge management initiatives at organizational level (IDB onboarding program), as well as, at program/department level (an in-house Learning Management System to promote continuous learning, communities of practice, dashboards, Intranets, Websites, e-repositories, After-Action Reviews, and collaborative teams to create/update business processes, quality standards, and checklists, among other KM initiatives).

• Performed quality review of operations in preparation (Quality at entry, results framework, quality of supervision) and contributed to the Annual Report on Portfolio Management, Performance and Results. • Led the multidisciplinary team that developed and implemented a new Project Completion Reporting System (PCR). • Trained, and provided operational guidance to Bank staff and personnel in Executing Agencies in Latin-America to improve capacity for project monitoring & evaluation (training seminars, workshops, PCR Helpdesk) and project procurement.• Developed the Bank strategy to promote Electronic Government Procurement (e-GP) in Bank-financed operations to reduce cost, generate savings and improve efficiency, transparency, competition and equity in the public sector.

• Member of the team that designed the Health Reform Development / Maternal and Child Insurance Program, and the Private Health Providers Program.• Supervised and evaluated the Strengthening of Health Services Program (Loan 741/OC-PE). • Supervised the Private Health Providers Program.• Provided technical assistance to Executing Agencies (Ministry of Health of Peru, and Superintendence of Private Health Providers) by preparing project implementation guidelines and recommendations; advising on technical matters related to the operations, compliance with conditions of disbursement; reporting and fulfillment of contractual conditions; monitoring their capacity to implement and evaluate projects, and; supporting capacity building to ensure that Bank financed operations achieve expected results in terms of extended access to effective, efficient and high quality health services to the target population.

• Designed and managed the Health Services Management Program, established to strengthen the capacity of hospital managers and health authorities in Colombia and contribute to the implementation of the Health Reform. Led a multidisciplinary team of 15 professionals (teachers and assistants).• Professor of health services management in selected modules in the two flagship training programs: The Graduate Program in Hospital Management in Bogota, and the Diploma in Top Management in Health Services Institutions based in Cartagena, Tunja, Manizales, and Pasto. These programs provided advanced training to 200 managers and key managerial staff in hospitals and health authorities, as well as technical assistance for the implementation of 25 projects to improve efficiency and quality in health care.

• Managed the provision and improvement of health services in 600 local, regional and highly specialized hospitals, and in 5,000 health centers and health posts located in 500 municipalities in Colombia.• Led, supervised, and coached a team of 120 professionals & support staff, responsible for implementing specific components of the national health care reform oriented to the development of health services through policymaking, strategic planning and regulation to improve quality and adequate coverage to the population at national and sub-national levels.• Managed national investment projects for a total amount of US$100 million to enhance quality and adequate provision of health services in highly specialized university hospitals, and specialized hospitals in the country (capacity building, equipment and physical infrastructure). • Directed the preparation, supervision and evaluation of projects to strengthen the capacity of Health Authorities at sub-national level (regional and local) for monitoring and evaluating health services delivery, coverage and quality in local hospitals, health centers, and health posts.

• Contributed to the design of the Human Resources Development Project to Strengthen National Investment Processes in the Environment and Health - DRH/PIAS Project. Prepared technical missions for submission of the project to selected countries, as well as to bilateral and multilateral donors.

• Designed, implemented, monitored and evaluated projects to build organizational capacity at national and sub-national levels to provide emergency health care services as part of the National Plan for Prevention, Care, and Treatment of Cholera. Provided technical assistance and training to build organizational capacity in health authorities at national, regional and local levels to support the decentralization process in the health sector in Colombia. • Developed policy guidelines for implementing the National Health, Nutrition and Environment Plan and established cross-sectoral and inter-institutional coordination in selected programs and projects in the Advisory Office for Youth, Woman and Family. • Provided technical assistance and advisory support to implement the “Primary Health Care Strategy Diffusion Project for the Extension of Health Services to the Colombian Population” and coordinated selected health programs and projects in the Advisory Office for Social Development.

• Designed, led and managed the community eye health program which provided medical and surgical services (optometry and ophthalmology) to the poor population in rural areas and school children in urban areas in the District of Santander.• Developed the strategic plan for health services delivery, promoted public-private partnerships, coordinated international aid and led a multidisciplinary team of 3 professionals responsible for program implementation, monitoring and evaluation.

• Led and managed public health programs to prevent, treat and control vaccine-preventable childhood diseases, leprosy, tuberculosis, HIV/AIDS and other sexually transmitted diseases in the District of Santander (1.5m inhabitants).• Led a multidisciplinary team of 4 professionals responsible for managing, monitoring, evaluating, and reporting outputs and outcomes of public health programs, projects, and services.
